Congress President Sher Bahadur Deuba has taken a break from his executive role since Tuesday when he is under pressure from all sides to leave the leadership after the Gen-G movement. Deuba became the prime minister five times in 2052 August, 058 July, 061 May, 074 May and 078 June. Deuba, who became the Prime Minister in 058, was removed from power on 18 Oct 059 by the then King Gyanendra taking a retrograde step. Then the movement against the regression of the king was intensified. Amidst the regression, Gyanendra made Deuba the prime minister again in May 2016. Deuba became the prime minister saying that the regression was correct after the king said that he would restore it. But on 19 Jan 061, Gyanendra removed Deuba again and started active rule.

analyst Khanal insists that Deuba has been given opportunities many times due to weak competition and helplessness within the party rather than a lucky leader. Khanal adds, "He can't hold elections by disbanding the House of Representatives because he wants to hold an election, and then after being in power, after being thrown out by the king, he will run to say 'I got justice' when the same king appoints the prime minister, and kick him out a few months later, Deuba's political value doesn't seem to last anywhere.

In the initial phase, Deuba, who succeeded in becoming the Prime Minister many times by playing in the conflict between Ganeshman Singh, Girija Prasad and Krishna Prasad Bhattarai, faced a long struggle and risk to kill the party power with Girija. There is no guarantee of peace and security as a precondition for elections. The security agencies have lost morale and become harmless.
