Sher Bahadur Deuba, who has held the leadership of the Congress for a decade, has officially retired from the executive role of the party since Tuesday.

The law will not allow him to be a candidate in the upcoming 15th Congress, but Deuba himself, while addressing the Central Working Committee meeting, announced on Tuesday that he will no longer be a candidate. To complete the 15th Congress of the party, Deuba has appointed Deputy Chairman Purna Bahadur Khadka as the Executive Chairman. Chairman Deuba has given the message that Khadka is completely separated from the executive role after giving the responsibility to Khadka to complete the convention.

With the Gen-G movement causing upheaval in politics, Deuba had to leave the party leadership before he could appoint his successor. If the Gen-Ji movement had not created this situation, he would have been in a position to hold the party convention only after he became the Prime Minister in June 2083, according to the agreement of the UML-Congress equation.

After the Gen-G movement, Deuba tried to take a safe way to hand over the leadership by completing the 15th Congress. However, there was a lot of pressure on him to step down from the leadership immediately within the party. Two general ministers of the Congress, Bishwa Prakash Sharma and Gagan Thapa, publicly called for separation from the leadership saying that the situation before August 23 and 24 is not the same as the situation after. For the special convention, more than 52 percent of the convention delegates signed. The feeling of common workers was also seen that Deuba should choose the path of exit immediately. Due to all these pressures, Deuba has reached the position he has today.

On the question of handover of leadership, Deuba has also targeted Chief Minister Sharma and Thapa by saying that 'there will not always be one daughter in the house'. What I would like to request to my friends is that there is not always one girl in the house, there is not always one chairman in the party. As far as I am concerned, I have already said that I will formally hand over the leadership of the party from the 15th Congress as per our legal system and my political will. There is no doubt that any friend other than me will become the chairman from the upcoming 15th Congress.'

Technically, he will be the chairman himself, but now he will not be seen in the executive role of the party. However, for the political security of the leaders of his group within the party, Deuba can play a role even if he stays outside. Deuba, who was the chairman of the then Democratic Congress when the Congress was divided, became the chairman for 10 years after the party unification. Deuba split the party in May 059 after a fierce dispute arose within the party on whether to extend the crisis imposed by his own government in November 058 to control the then Maoist people's war. Then integrated in October 064 .

Deuba, who was defeated by the then chairman Sushil Koirala in the 12th convention after the merger, was then elected chairman in the 13th and 14th congress. He became the prime minister three times in the regime before the 062/063 mass movement and twice in the subsequent republican regime and five times. With the start of the

meeting, Deuba gave a 13-page long written speech on the events of Gen-G movement, the tragic attack on him and his wife, the dissolution of parliament, the formation of the government and the election announcement, and also remembered the achievements of Deuba during his prime ministership. He became the prime minister five times in different periods but for short periods. He himself has said that even if he added all the tenures, he could not be the prime minister for more than five years.

The common question of what Deuba did to the country despite being the prime minister for five times was raised before the Gen-G movement. Along with Deuba, the Gen-G movement has taken the wing of UML president KP Sharma Oli and Maoist president Pushpa Kamal Dahal at the same time.

Deuba, who has made an identity as a power player, has been accused of bringing chaos into the politics of not being able to maintain good governance. However, when Deuba is about to withdraw from active politics, refuting all these allegations, he has also put forward a list of good deeds done during his tenure.

'I had the opportunity to be the prime minister five times even if it was for a short time. When he was prime minister five times, it was about one term. In that too, I led most of the electoral governments. However, you are aware that I have done milestone work in the improvement of some areas,'' Deuba said.

He has recalled that during his tenure, he has initiated some works of social transformation from Kamaiya Mukti, Untouchable Nepal, which is a form of social evil. In the meantime, Deuba has specially recalled the matter of issuing the Prevention of Corruption Act 2059 when he himself was the Prime Minister for the prevention of corruption. I have implemented scientific land reform by ending dual ownership of land in Nepal. It is on this foundation that dual ownership has come to an end, Deuba said, "In order to establish women's ownership of property, I have made the 11th amendment of the Civil Code, created a commission for the upliftment of communities such as Dalits, women, tribes, structural reforms, implemented value added tax as a departure in the country's economic transformation, and made the tax system scientific and modern during my prime ministership."
