United Samajwadi MP Ghanshyam Rizal has objected that the civil service bill is dominated by the top level employees rather than the parliament and the government.

MP Rizal said that from writing the bill to the time it was passed, the top staff was busy. MP Rizal expressed this opinion in Monday's meeting of the Legislation Management Committee of the National Assembly on the bill to regulate the formation, operation and conditions of service of the Federal Civil Service.

MP Rizal said that the top employees have been involved since the drafting of the bill and they are trying to make legal arrangements for themselves by influencing the parliament as well. Even though this bill is coming, it seems that even the lower level employees, whose hands are Jagannath, have been forgotten. It seems that this bill only addresses the demands of the upper level staff including participation in the drafting of the bill. It seems as if the government does not care about the lower level employees,' Rizal said, 'This is a bill made to regulate civil servants and provide legal arrangements for service conditions . But it was seen that they are trying to be more effective than the parliament.'

MP Rizal also said that there was a controversy regarding the provision of 'cooling off period' in the bill. He said that the dispute and interest in the Civil Bill arose due to the unnecessary interest of the top-ranking employees in the Bill.

Parliamentarian Rizal said that the bill that should come immediately after the promulgation of the constitution has come late, but some positive legal arrangements are going to be made. MP Rizal said that the bill should be moved forward after arranging the committee of the National Assembly on the issues of 'cooling off period'.
