Under Article 168 (2) of the Constitution, there is no obligation to be the leader of the parliamentary party to take the leadership of the joint government. For the same reason, the Baniyan side had difficulties in removing the Lama and forming a new government.

On Saturday, there was a discussion between Lama and Chief Minister's contender Baniyan along with 14 MPs from his side . Lama is ready to resign after agreeing on government management and ministerial allocation in the meeting in the presence of Chairman Deuba. It has been agreed that at least three ministers proposed by the old party should participate in the new government. He has also demanded that his side get the Ministry of Economic Affairs and Planning.

There were 8 Congress and 6 UML ministers along with the Chief Minister in the two-party government. After the resignation of five ministers of the Congress due to internal disputes, only the Minister of Economic Affairs and Planning Kundan Kafle and the Minister of Social Development Hariprabha Khadgi are in the government along with the Chief Minister . The five ministers who resigned are in favor of Baniyan.

After that, Lama appointed three ministers from his side, but they were prevented from taking oath under pressure from the center. Lama had been taking the stance that MPs Govind Lamsal, Maya Shrestha and Geeta Gurung, who are also chief whips of the state assembly appointed by him, should continue as ministers and that the finance minister should be on his side. "The chief minister is going to resign after agreeing to continue with the three ministers," said an MP from the Banyan party, "the resignation and the appointment of a new chief minister will take place on Sunday." He informed that after agreeing to implement the decisions of the then government 100%, he would pave the way for the formation of the new government.

sources, if Lama does not leave the chief ministership, there was an indication that even the Maoists and the RPP would support him . As a no-confidence motion against the Chief Minister cannot be registered until two years have passed, the only option to remove him constitutionally was through the withdrawal of support by the ruling partner party UML . In that case, the lama had to take a vote of confidence within 30 days . At that time, there was a possibility that Lama would be able to continue if Maoists, United Socialists and RPP gave a vote of confidence.

Chairman Deuba also discussed the proposed new Chief Minister Baniyan with him for the commitment to fulfill the concerns of Lama, as he was worried that the incident may be repeated by leader Shekhar Koirala's side in Koshi.
