Congress-UML discussion in Baluwatar: If Bagmati Chief Minister does not resign, UML will leave the government

The matter of changing the chief minister in Bagmati province has reached Baluwatar. To discuss this matter, top leaders of Congress and UML, along with Prime Minister KP Sharma Oli, held an intensive discussion in Baluwatar on Thursday. In the discussion, there was talk of asking Chief Minister Bahadur Singh Lama to resign.

Oli, who is also UML president, Congress President and former Prime Minister Sher Bahadur Deuba, Congress Vice President Purna Bahadur Khadka, UML Vice President and Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel, Home Minister and Congress leader Ramesh Ulak, Prime Minister's Chief Advisor and UML Deputy Secretary General Bishnu Prasad Rimal and others participated in the meeting.

According to a leader who participated in the meeting, Congress President Deuba called Chief Minister Lama to Kathmandu today. The leader said that Lama is also coming to meet Deuba. It was also discussed in the meeting that Deuba would ask Lama to resign and pave the way. Chief Minister Lama also said that he is coming to Kathmandu. He said, 'I am coming to Kathmandu. I will decide whether to resign only after discussing with the team.'

In the meeting, UML also expressed the opinion that the Congress should settle the internal dispute first. If Deuba's request is not accepted, UML withdraws its support to Lama and leaves the government. Despite losing the status of the leader of the party provincial parliamentary party, Lama has not resigned as the Chief Minister of Bagmati Province. 

After the loss of the leader of the party, moral and political questions have arisen on Lama, but he is not thinking of resigning. In this case, to remove him immediately, UML should formally decide to withdraw from the government. In that case, after the coalition partner UML leaves the government, Lama will have to take a vote of confidence within 30 days. Since Lama, who was appointed as the Chief Minister on 8th July 2081, cannot be moved for two years, that provision is not attractive to him.

Even if the leader of the party is lost, Lama can be removed from the position of chief minister. Article 168 (2) of the Constitution states that "in the absence of a clear majority of any party, the member of the Provincial Assembly who can obtain a majority with the support of two or more parties represented in the Provincial Assembly shall be appointed by the Chief Minister."
