The Election Commission has announced the agenda for the House of Representatives elections scheduled for February 21. Even though the public schedule has conveyed some positive messages amid doubts whether the election will be held at the appointed time, it is imperative that the Election Commission and mainly the government pay attention to some basic issues to ensure the election.

The February 21 election is not a periodic election like other times. This is not even the mid-term elections announced by Girija Prasad Koirala in 2051 due to problems within his own party. This election is a historic election that is being held on the basis of the principle of necessity according to the spirit of the unprecedented youth movement. Therefore, it does not seem that the election environment can be prepared just by publishing the schedule without addressing some basic issues. 

The next election is for the 275 members of the House of Representatives. Under the first-come, first-served system, the same number of people's representatives are elected from 165 constituencies across the country, while under the proportional election system, 110 people are elected based on the votes received by the political parties. Prime Minister Sushila Karki has also said this clearly. This is what will happen according to the constitution of Nepal. But there is still confusion among the youth of Gen-G age group.  The

is mainly the issue of directly elected chief executive. In order to arrange a directly elected executive, either there should be a general political consensus or it should be left to the House of Representatives to be formed from the next election. The parties will go to the public focusing on this issue. According to the 'mandate' given by the people, the new House of Representatives will make necessary amendments to the constitution.

It is necessary for the government to make it clear to the general public, including the protesting youth. It is not just about holding elections for the sake of elections. There is no validity to the election like when King Gyanendra held the municipal election in 2062. Participation of parties in elections is mandatory. For this, a dialogue should be started with the traditional political parties. Calling a meeting at Baluwatar or Sheetal Niwas with pomp is not a necessity now, but the President and the Prime Minister should start a dialogue even if it is informal. 

Some leaders of the party may be bad, corrupt, but the tendency to proceed by prohibiting the parties on this pretext will not lead to elections, nor will the country get a solution. Therefore, every party should create an environment that focuses its party organization on elections. How to transform your party according to people's expectations, how to replace the leadership that has fallen in the eyes of the people is the matter of the respective parties. The parties that come properly will advance, those who are not properly prepared will be limited to the pages of history.

This participation should not be limited to voting. The general youth should work to create an environment where youth who are in favor of change can register a party and participate in the elections. If the advocates of change form a single party and go to the people, they can move forward by amending the constitution on the strength of public opinion. But if we leave the main issue and start arguing with each other about common issues, the achievement of change will be lost and we will end up wandering around. 

More than 1,200 weapons of the police have been stolen during the Gen-G movement and thousands of prisoners are absconding. Police stations are burnt down. The most serious thing is that the morale of the police has weakened and the general public is worried about the security situation in the country. Elections held in the midst of fear and panic cannot be fair and free. Democracy cannot be strong without fair elections. Therefore, it is necessary for the government to come up with a special plan for tight security arrangements. It is necessary to reassure the parties, candidates and general public by implementing an integrated security plan with the participation of Nepal Police, Armed Police and Nepal Army.
