In the dispute regarding the 'cooling off period' on the Civil Service Bill, the Congress MPs have tried to protect the chairman of the State Arrangements Committee, Ramhari Khatiwada, while the MPs of the UML have appeared in favor of the employees including Chief Secretary Ek Narayan Aryal and Parliament Secretary General Padma Prasad Pandey.

In this way, the two major parties are at stake to make themselves better by blaming each other. This has raised a question mark on the impartiality of the investigation committee. 

Khatiwada, the chairman of the committee, who was talking about taking moral responsibility before, seems to have changed now. Although he initially took the moral responsibility of signing the report of this bill, now due to various pressures and influences, his statement has changed. It confirms how the interests and pressure of political parties influence any truth and justice. 

People are looking for clarity on who will take responsibility for the errors in the bill and who will be punished. However, this bickering of the parties has made it more complicated than solving the problem. This will ultimately have a negative impact on the law-making process and overall governance.
