It can be felt that the dream of prosperity has been shattered by the news about 'the decision to build a permanent capital in the Far West has been stalled, and the union and state governments have only added to the disappointment of the people.

The party agreed to make the permanent capital of Sudurpaschim Province at Godavari in Kailali, during the first term of the state assembly, the meeting held in October 2075 decided to make the permanent capital at Godavari-4. Even after 7 years of such a good decision for territorial transformation, the union, state assembly and local government are not showing interest again. On the contrary, 275 million 53 million has been spent on repairing structures in temporary capital Dhangadhi, apart from house rent. 

After the decision to move the permanent capital to Godavari, the then provincial government wrote to the relevant authorities demanding the right of occupancy of 444 bighas of land along with the measurement of the area, in which it was mentioned that the provincial government would consume only the required land and use the remaining area for forest protection. However, the issue of land acquisition could not be resolved after the officials of the union government, who are always lazy and entangled in selfishness, did not show interest. The files sent by the state government at that time, including the issue of land tenure, are stuck in the Prime Minister's Office and the Ministry of Forests. Until the Union becomes responsible and accountable, the existence of the provinces will continue to waver.
