In 2078, Home Minister Balkrishna Khan made the criteria for going on a visit visa with annual taxable income of 5 lakhs, half of that amount in bank balance, having visited the Gulf twice and once in others, having passed at least 12th grade, knowing how to speak English, the details of the sponsor if a sponsor, and a certified document if invited by a relative. But after Narayankaji Shrestha became the Minister of Home Affairs, it was abolished and a new standard was implemented in 2080 with 6 points, in which a passport with a validity of at least 6 months, a visa, a ticket, proof of hotel booking in the destination country or a sponsor of a relative, 500 dollars and a return self-declaration. Although the standards are relaxed, the immigration staff have been collecting money from Nepali travelers in the same manner. 

On the other hand, four days after being investigated by the Joint Secretary of the Home Ministry in the case of smuggling under the cover of a visit visa, the Joint Secretary Chabbi Rimal, who is under investigation, has tried to make a mess by issuing a statement saying that the Ministry has no leadership in this case. Senior leader of his own party Shekhar Koirala has also resigned and suggested the minister to help in the investigation. But the minister-author has pretended to plead for justice by pretending that if the allegations are confirmed, he will retire not only the minister but also from politics. No matter who is the minister or leader, the employee who is causing the scandal in the case of visit visa should be investigated and action should be taken.
