Why give money to MPs?

I was surprised to hear that the government is going to give a lump sum budget to the MP Development Fund in a circular manner under the pressure of MPs despite the Supreme Court ban.

Former Finance Minister Prakasharan Mahat allocated Rs 5 crore to each MP. At that time he was protested everywhere but he could not listen to that protest. Seeing all this, why would the current Finance Minister Bishnu Paudel be motivated to allocate money to MPs? In a democracy, the government does not have the right to act against the will of the people.

There is a situation where a budget speech has to be made by taking a loan from a foreigner. However, the government is distributing money in the name of MP Development Fund. What is more ironic than this? The news that the government is going to allocate a lump sum of 34 billion to the MP Development Fund, which has already been discredited, has been published in Kantipur. This is completely wrong. Why are MPs sent for policy making so obsessed with money? Even though the title has been changed, the MP needs money. The MP Development Fund is like the money given to support workers.
