Most young people who go abroad for work have not graduated. But the government has made a policy to allow only those who have passed their graduation to intern with a stipend of 20 hours a week. Which does not create an environment for undergrads to live in the country. Similarly, the program could not tell the small savers of cooperative victims that they will return their savings. He only talked about operating a cooperative fund. Which is also in the Cooperative Act 2074. Although there is a provision for Cooperative Stabilization Fund in the Act, it has not been operational till date due to non-cooperation of the government. There is no mention of land bank in the current policy and program, which was introduced by UML's then land reform minister Padma Aryal with great fanfare. The current government should have brought a policy to continue it. In this year's policy, the provision of agricultural loans and subsidies to small farmers has been introduced. But the implementation remains to be seen. Earlier, only big farmers and entrepreneurs used to get the benefit of subsidy. Therefore, if small farmers are to be benefited, a policy of giving more subsidy to farmers with less than 10 kattas of land should be adopted. In agriculture alone, 38 billion of the government's money goes to subsidies, but production and productivity have not increased. Abuse has increased due to lack of monitoring. This year, the old policy of making government education free and of good quality and running all schools only from Guthi has been overshadowed. As the current Prime Minister himself is partial to private schools, the earlier concept of education, which was run by Guthi, has become obsolete. This is regrettable.
