On December 7, the Kathmandu Metropolitan City imposed a fine of Rs 1 lakh on the UML for littering a public place in the name of awakening campaign on Darbarmarg.
Even after four months, UML has not paid the said amount. According to Mayor Balendra Shah's personal secretary Bhupadev Shah, UML has refused to even understand the letter asking for fine. This behavior shows his indifference to responsibility and disregard for the rule of law. The UML leaders are loudly protesting the fine as a political vendetta, which is not fair. The party led by the government should set an example of protection and cleanliness of public property. However, instead of paying fines, instead of making excuses and trying to give a political color to the decision of the metropolis, the character of UML has also been exposed. When the leader of a government run by people's taxes shows such irresponsible behavior, serious questions are raised about his credibility. This incident casts doubt not only on the functioning of the UML, but also on the effectiveness of the government under its leadership. The metropolis has now said that it is preparing to write a letter to the recovery agency according to the Financial Procedures and Financial Responsibility Act, 2076. This move could bring the UML under the law and if it fails, the Election Commission or other bodies can take action. However, it is shameful in itself that the party led by the government has to face such action.
