But these works are now incomplete due to non-cooperation of the federal government.

Balen's efforts to keep the capital clean are commendable. His efforts to pay fines to those who litter and vandalize during public meetings and protests in the capital are also commendable. Because, in the application and permission letter given to the Baqaida district administration office as the organizer of that movement, it is mentioned that the organization named 'Rashtra, Nationality, Religion, Culture and Civil Defense Maha Abhiyan' is the organizer. Shouldn't the same campaign be written to pay a fine?
