At a time when people are criticizing everywhere for not making development and public service delivery effective, it was interesting to read the news that the government is making a law to give lifetime allowance to former special officials from the state fund.
As the Cabinet meeting has approved the Home Minister's proposal, the government's move to distribute the facilities may start soon. However, even now, the above ex-officers have been receiving various wanted/unwanted facilities by taking a decision from the Council of Ministers. It is not difficult to understand that laws are going to be made to further institutionalize it.
The ordinance issued in this regard almost 12 years ago was certified by the President, but the Supreme Court stopped it after a writ was filed against the ordinance. Even in 2072, an attempt was made to introduce a law related to the facilities of ex-officers, there was a demand to include parliamentarians in the facility of completing the state budget, but the government withdrew that bill due to widespread opposition saying it was an unproductive expenditure. Over time, when KP Sharma Oli was the Prime Minister, there was an attempt to advance the bill to give lifetime benefits to ex-officers.
Even when Oli became the prime minister after the 2074 election, there was a lot of effort to advance that bill. But as it was widely opposed, Security Standard-2075 was issued for ex-officers and under the same guise, facilities were increased in the name of leader/follower, vehicle, fuel, security personnel, and driver.
The country is drowning in nearly 27 billion debt. Is the government not ashamed to exploit the state and make laws that will feed the people in a critical situation where corruption has crossed the border and the citizens' trust in the leader has broken and they are trying to shift to an alternative system?
