Kantipur's February 14 editorial seemed realistic. According to the report of the National Natural Resources and Finance Commission, the performance evaluation score of all the seven provinces is low.
For the purpose of financial equalization grants provided by the federal government to the provinces and local levels, the condition of the provinces was seen to be pathetic when evaluated on the basis of 11 indicators. Although
technically appears to be the first and last, in reality all provinces are very weak. Based on the evaluation based on the progress of the economic activities of the commission based on the coordination with the union and local level, the data has proved that Sudurpaschim is first, Koshi is second, Bagmati is third, Karnali is fourth, Gandaki is fifth, Lumbini is sixth and Madhesh province is in seventh place. But in air quality, forest management, revenue collection, all are seen as weak.
The trend of applying the concept set by the commission to the local level according to the provincial law, not providing subsidies, and not providing the details that the province should submit to the Ministry of Finance is prevalent everywhere. Although it is natural that the marks obtained in the annual evaluation are below or above, it is unusual for the state government not to take responsibility for poor performance.
With this change in the party equation that runs the federal government, the state is also affected immediately. Since there is no basis for the current government to remain under the leadership until the results of the next year's performance evaluation, the provincial government has not been able to create an obligation to be responsible and accountable for the work. Not only that, there is also an extreme shortage of staff in the province, which has caused problems in implementing the policies and programs of the province. The federal government and political parties do not seem serious about such matters. Based on the
commission's assessment, the federal revenue allocation received by the state may be determined. The federal government's fiscal equalization grant may be lower in the coming year. Development budget cuts, grants or concessional loans provided by international donor agencies may also be on the bottom. The reputation of the respective provinces as well as the federal system is linked to the performance system of the province.
Looking at the current state of the federal government and the state and local levels, the leadership of the federal government and the state government as a unit, not coordinating the state government, making sarcastic remarks that can reduce or increase the number of states, changing the state government immediately when there is a political change, are also helping to weaken the state structure. Therefore, efficiency should be increased by focusing on indicators that have received zero or low points in previous years. Sudoorpaschim, which was ranked fifth earlier with 21.08 points, has proved that success is not far away if improvement measures are taken immediately by updating the details of their work and seriously reviewing the deficiencies.
