Learning lessons from the uprising, the Nepali Congress should not only correct itself, but also move forward by radically transforming itself. The people and the new generation revolted because of our weaknesses. Therefore, the Congress should take a clear view that we need to correct ourselves. It would be a serious mistake to understand the youth uprising only as a conspiracy.

The Nepali Congress should accept the people's uprising as natural. We should not forget the fact that the people are the ones who hold sovereignty. We should understand that the government is built and constructed according to the people's wishes. If we fail to address this situation properly, there is also a risk that Nepal will become the center of geopolitical conflict.

Nepal after the Youth Uprising

Even after the establishment of the republic, the failure to inspire hope in the people, growing dissatisfaction with the state and its working style, widespread corruption, slowness in service delivery, widespread negativity in society, control-oriented centralism developed in old parties, limited democracy, competition and immaturity of popular sentiment seen in new parties, people's desire for rapid development, rapid progress in the neighborhood, recent uprisings in various countries, etc. There was an explosive environment created by the ban on social media, which has now become synonymous with global lifestyle, which I had been continuously struggling against in the Council of Ministers when I was the then minister. The question of 'will it be right or wrong' had been raised for years regarding the parties, but it was not viewed with due importance. The result was the uprising.

The repression and violence of the 23rd and the destruction and destruction of the 24th were both extremely painful. What should not have happened in those two days, happened. What the people thought should have happened did not happen. It is the duty of every conscious and patriotic Nepali to remember these two days and vow never to let such bad days happen again. The incidents of both days should be investigated impartially and the culprits brought to justice.

Corruption has increased the risk of destroying the democratic system that we have established through decades of struggle. The following steps need to be taken to help end corruption. (a) Let us make a law and form a powerful commission to investigate corruption and investigate the assets of high-ranking officials and key party leaders after the political change of 2046. (b) Let us make a provision that a person holding a public position must regularly submit an official statement of his assets to the state every year after assuming office and for the next 10 years. (c) Let us develop a system of forcing party leaders and cadres to resign from their party responsibilities or suspend them until the charges are settled or they are acquitted.

Similarly, the younger generation and the general public are dissatisfied with the fact that our current state system is expensive and burdensome. It is imperative to restructure the federal structure, and especially the government and parliament, and make it smaller. Let us reduce the number of members of the existing federal parliament to 2010 and ensure proportional representation through direct elections. Let us ensure that the size of the Council of Ministers does not exceed 15. Let us make the National Assembly 30 members. Similarly, let us reduce the number of provincial assembly members to directly elected members and ensure that there is a maximum of 5 councils of ministers in a province.

Let us also establish 400 local levels. Let us make legal provisions so that 50 percent of women can become heads. Let us review the need for deputy heads and vice-chairmen. Let us abolish the District Coordination Committee. The debate on the form of governance has recently begun on the issue of directly elected executives. The issue of direct executives has also been raised during the Gen-G generation movement. We should take this seriously and discuss a special model ‘suitable for Nepal’ to create an environment where the government can achieve stability and work effectively in the interests of the people without any adverse impact on the country’s geographical integrity and sovereignty.

It is essential to provide voting rights to Nepali citizens who have gone abroad for some time for work and study. It is the natural right of adult citizens to choose their representatives. The Congress should take the initiative to create an environment for Nepali citizens living abroad to participate in voting from the upcoming elections.

Health insurance is a national priority program launched to provide quality health services to the general public in a simple, accessible and convenient manner and to reduce the amount that citizens have to pay from their own pockets during treatment. Even if the government were to bring the scattered programs together and implement the existing laws, treatment services worth 5 lakhs could be easily provided to each family.

As sufficient opportunities cannot be created within the country, the number of Nepali youth reaching the outside world in search of opportunities is increasing. The growing number of youth, lack of opportunities, rapid development of neighborhoods, increasing corruption and confusion in the country have expressed their accumulated dissatisfaction among the youth through the Gen-G movement. Therefore, youth-targeted employment programs should be launched. Mechanisms should be developed in every municipality to identify which business is suitable for the youth according to their abilities, experience, potential and desires and facilitate them to work. Access to loans should be made easy. At least one 'Business Incubation Center' should be established in every district and a policy of 'Startup Business Promotion' should be adopted.

The Nepali Congress developing the practice of nominating the Prime Minister's candidate and going to the election will be helpful for good governance, transparency, accountability and democracy. This will let the general public know who is becoming the chief executive with their votes and it will be seen that it is trying to address the demands of the directly elected executive to some extent.

Since the constitution was created by the Constituent Assembly, it is the duty of all of us to protect it. However, we should not hesitate to amend it based on its merits and demerits and the changing environment of the country. The constitution is an amendable document. The Congress should form a task force to discuss with other parties for the homework of amending the constitution and form a common opinion.

Questions of Congress transformation

Change in party leadership and transformation of the Congress are today's major mandates. The issue of leadership passing from the old generation to the new generation is a natural thing. Therefore, let us hand over the leadership from the old generation to the new generation in a respectful manner.

If the party can be transformed through new leadership by absorbing the people's opinion, the mandate of 23 and 24 Bhadra, the wishes of the new generation, the needs of the country, and the feelings of the Congress supporters, there is a strong possibility that the Congress will win a majority in the upcoming general elections. We need to be clear that the 'Gen-G' rebellion has rejected the communist perspective and demanded a democratic power that is accountable to the people. History has once again given the Congress a golden but challenging opportunity. Therefore, the first task to resolve the current crisis is a leadership change with a generational transition. For this, I would like to present two options.

First, the party's 15th General Convention: The term of the committee elected from the 14th General Convention is about to expire as per the statute. At a time when there is a demand for a leadership change with a generational transition, extending the term of the working committee whose term has expired is likely to increase public anger. Therefore, let us immediately fix the date of the general convention. Let us make arrangements to hold the general convention within 90 days at most and within 60 days if possible. The history of the 11th general convention being held within 60 days of the announcement of the date in the past is not very old. Regular general conventions will strengthen party unity and ensure the participation of youth. A real fresh mandated leadership will be obtained. The party's grassroots structure from the tole level will be dynamic. The new leadership will gain clarity ideologically and morally and will gain energy to fight the opposition and address the existing problems in the country.

Second, youth participation in the 15th general convention: Youth under 30 years of age can be brought to the party leadership level by making the following arrangements. (a) Make arrangements to make active membership easily available to interested youth under 30 years of age. Expand membership so that the number of active members under 30 years of age is 20 percent of the total active members in the ward as much as possible. (b) Make arrangements so that 20 percent of the regional representatives elected in each ward are youth under 30 years of age. (c) Delegate the authority to the District Working Committee to finalize the number of members of the General Convention so that at least 20 percent of the total General Convention representatives of each district are youth under the age of 30. (d) Arrange for at least one central member from each province to be elected from the youth under the age of 30 in the Central Convention.

If we are not ready to go to the regular, i.e. the 15th General Convention, let us hold a special General Convention with the consent of all. However, let us ensure the participation of the youth in this too and arrange for at least 330 General Convention representatives.

Long-term vision for the revival of the Congress

A detailed discussion of the steps to be taken for the revival of the Congress in the long term is given below –

(a) Membership: Membership of the Congress should be made easy. Any Nepali citizen who expresses a commitment to the principles of the party should be given party membership. Let us always keep the system of getting Congress members open and it should be arranged so that it can be taken by any means, physical or online.

(b) Organizational structure: It has become a kind of irony that committees and structures are being formed from the toll to the national level, but the party is weakening. It is necessary to learn lessons in time from such a contradictory situation. The organizational structure has not been made active, well-informed, responsible and accountable. All the structures of the party should be given work responsibilities.(c) Regular leadership change: It was seen that the incumbent leadership used to mobilize the organization to its liking, so that it did not have to leave the leadership. When the same person took the leadership of the party for a long time, new people and new generations did not get the opportunity to reach the leadership of the party. In order to provide new qualifications, abilities, experience and thinking with an opportunity to reach the leadership of the party, let us generally create an environment where leadership (the same person, in the same position) does not repeat in key positions.

If the provisions in the party's statute, weaknesses in the constitution and laws and errors in its practice are responsible for the gradual transfer of leadership to the lower generation, such provisions should be identified and amended. If there is a system of being elected from active members, it will be difficult for the same person to reach the party position repeatedly. If the practice of selecting candidates given by the party at all levels of government based on primaries is practiced, the possibility of the leadership choosing the person it wants or the same person being chosen repeatedly will be reduced.

If certain conduct and qualifications can be specified for the candidates, it will be easier for the new generation to gradually get a place. Let us make arrangements to give priority to new candidates rather than repeatedly giving tickets to the same person for ward members, ward chairmen, municipal mayors, deputy mayors, rural municipality chairmen and vice-presidents at the local level. Let us make arrangements not to give tickets to a person more than twice as a member of the provincial assembly. Let us make arrangements not to have a minister and chief minister in a province more than twice.

Let us make arrangements not to give tickets to the same person more than 4 times in the federal parliament, the same person cannot be a minister more than three times, cannot be the prime minister more than two times, and cannot be the head of state more than once. In some cases, a cooling period can also be used to encourage leadership changes. The age limit in a party can also be a suitable option for leadership transfer. If these and similar arrangements can be made in the party's statute and the country's laws, a system of natural leadership change will develop in the future and leadership will be easily handed over to the new generation.

Let's make arrangements for the election of office bearers of the parliamentary board, disciplinary committee, accounts committee, etc., which will contribute to party purification. Let's develop a system of selecting candidates for the provincial and federal parliaments based on primaries. Let's make special arrangements to give tickets to people who are trusted by the people and who have the potential to win, not those trusted by the leaders. This system in the constitution, where no one can ever have a majority, should be amended.

The Nepali Congress is the most responsible, mature, dynamic and democratic party in the country, with a rich history, capable of bringing all parties and factions together, and having earned external trust. By maintaining this, it is the responsibility of the Nepali Congress to maintain unity within the party and take other democratic forces of the country into confidence and overcome the current crisis.

The 15th General Convention is the Brahmastra that will solve the problems of the party and the country and reawaken the trust of the general Nepali people in the party. The party should also take many policy decisions to address the many policy issues that are currently being seen. The general convention is also indispensable for policy clarity. Therefore, the current meeting of the Congress should decide to hold the 15th general convention by 2082 Poush 10.
