The problem of land distribution in Nepal has been going on for decades. The government after gaining democracy in 2007 has made some efforts to solve this problem. But those efforts have not been able to address the problem of landlessness.

According to the data of Land Problem Solution Commission District Committee Dang, there are 6,474 landless Dalits in Dang alone, 10,950 landless Sukumvasi and 51,502 unorganized residents  A total of 68,926 families have submitted an application for land acquisition. Adivasi Dhartiputra Tharu are the majority of landless squatters and unorganized residents. Those who made the land fertile, fought against epidemics like malaria, became landless . They had their own land before, but due to the zamindari system and the wrong policy of land reform at that time, the land was taken away . The magnitude of which was the development of evil practices like Kamaiya, Kamalari .

Landless residents live in rivers, river banks, roadsides, public and government lands. Which is not addressed by the current policy. The farming profession of small farmers who are daily wage earners, occupying other people's land and farming on contract is being taken away . The company's entry into the agricultural sector has started to cause problems for landless and small farmers even to get blind contracts. It is becoming more and more difficult for them to make daily living.

Commission is trying to manage landless squatters and unorganized residents. Manpower management, application processing, collection of necessary documents, verification, authentication, arrangement of equipment for passports and passports are being done . Some of the municipalities have done up to 80 percent of the Napankasa . But there is a delay in the process of getting the land owner proof.

The local level has established a land branch. But the necessary skilled manpower management has not been done yet. No employee incentive program . Some People's Representatives ignore the commission's work . Employees also have a tendency to fluctuate . There are also those who take the work of the commission as a burden. It is necessary to change their thinking . 

Article 37 of the Constitution has ensured the right of every citizen to suitable housing as a fundamental right. However, lakhs of landless Dalits, landless squatters and unorganized settlers are deprived of this right . As a result, this right seems to be limited to paper. Why can't this problem be solved ? Is there a weakness in the government's policy and implementation or is this situation caused by the lack of social thinking and political will? Common questions etc. are getting more complicated .

Land Problem Solution Commission has been formed for the last time in October 2081 . Continuing the work of the past, the commission has started distribution of land owner proofs in districts like Chitwan, Sunsari, Makwanpur, Palpa Banke, Dang and Rupandehi. This effort has raised some hope. But progress is very slow .  Commission officials themselves are not satisfied with this progress. The government has set a target of giving parts to 500,000 families in the current financial year. But it is doubtful that this goal will be fulfilled at the current pace.

The work of providing landless and unorganized residents with proof of ownership is basically political . The interest and positive support of all political parties is necessary in this matter . That is why all nationally recognized parties have been made mandatory in the Facilitation Committee of Wards and Municipalities. In accordance with the constitution, laws, rules, and procedures, everyone should play a clearly defined role in who will do what for the management of landless and unorganized residents. It seems that the goal of the government will be fulfilled only by making it a matter of general concern and giving it the form of a festival of justice.

After many efforts, 23 families of Kanchitol, Lamhi Municipality-3 of Dang District have received the parts. For this, this work was completed in collaboration with the Land Problem Solution Commission, Dang District Committee, the Land Branch of the local municipality, the Ward Office, the Surveyor and the Land Port Office, and the organizations that help to facilitate this process. After 42 years of living in this place, they have received a certificate of ownership. 

When the rights ensured by the constitution are converted into practice, it has a positive effect on the society. Because for the landless, evidence is not just a piece of paper, it is also the basis of their identity and security. Landlord proof purja frees the community from abuse . Helps to live with the head held high . Courage increases trust . 

The government is trying to manage the landless and unorganized residents. There are legal complications in management. But the government and related agencies can make it simple by coordinating. The Commission has placed some lands in the negative list. Where most of the landless and unorganized settlers are living  are . Especially the lands in the forest area, where 80  More than percent of these residents are . In order to manage there, the government must agree on the land bill and pass it. 

It is very important to encourage good work at the local level. Those experiences should be shared with others. By keeping the progress of every province and district on the Commission's website, everyone is informed. It is necessary to make this topic a topic of wide circulation by using radio, television and other technologies. The work can be done faster and better if more powers are given to the district committee and local level of the land problem resolution commission . The local level can do the work of data collection, verification, land surveying, map preparation, field book, plot register, etc. This eliminates the confusion between the commission, surveyor's office and the shipper . 

More service facilities should be arranged to increase the commitment of the employees towards the work of the commission. The local level will be ready to take more responsibility when 50 percent of the raised revenue is kept at the local level. Only through all these efforts, the commission gets meaningful . Otherwise, like the previous commissions, some parts will be distributed  Done but the land related problem cannot be solved . This job is challenging. But it can be solved if all agencies work in a coordinated manner.
