In recent times, especially among the young population, it seems that anger or dissatisfaction with the state is increasing . Young people living in Nepal and working or studying abroad express mistrust towards the government agency caused by mismanagement.  If we look at

in a slightly different way, the disgust or anger seen now is not with the political system . The problem they show and express their anger or dissatisfaction towards the government is not towards the government system, i.e. the political system . Their anger lies in the chaos in the basic services provided by the government. 

The kind of slowness, chaos and mismanagement that is happening in our public services is increasing the negativity in the new generation's view of the state . The chaos seen by students who have recently passed SEE at the district administration office to take citizenship is giving a negative vaccine to the common people's view of the state . The working style of our bureaucracy, which cannot easily take the basic services provided by the state without paying, is increasing the despair . When going to the tax office to pay taxes to traders, the behavior of the employees there is increasing anger towards the state. 

No one is angry and disappointed after the republic came to the country, the provincial government was formed, and regular elections were held in the local bodies. Only those agencies have increased anger and frustration due to the services they provide. 

Until two decades ago, vehicles reached only 40 district headquarters . Motor roads have reached 77 district headquarters now. Most of them have a paved road. Most of the highways have been expanded from two lanes to four lanes, some are undergoing . Roads going south from various market areas of the East-West Highway are made from 6 to 8 lanes . The private sector has already produced about three thousand megawatts of electricity. Every local level has campuses for studying up to secondary level. By using internet services, people can easily know the happenings in any corner of the world within seconds. The country has not gone to any war, the people have been able to feel the fearless democracy. They have been able to express their disagreements in tea shops, public forums or media or social networks.  How to view

development and progress is also an important aspect. Even now, the situation of the country looks critical if it is compared with the developed Maluk like Dubai and Qatar. But if we compare the situation 20 years ago and now, the comment that nothing is happening is proved to be false.  It is now our national need to accept

ing good deeds and advance the country towards economic prosperity. But if the new generation is told that all the leaders are thieves, the country is in bad shape, there is a big problem in the knowledge of the new generation. Misinformation produces wrong knowledge and it also makes people's perception and thinking wrong . We unknowingly get bogged down by misinformation.  Some countries are stuck in conflict because of

leadership. They have to be victims of drones and missiles on a daily basis. Despite frequent political transitions, the country still maintains peace and tranquility! Nepal is considered as a safe and peaceful country in South Asia. This is also a political situation. 

Everyone wants to see the underground train in Kathmandu immediately, but the reality of the country must also be accepted . There are thousands of companies in the world larger than the size of our annual budget. That's why the country is forced to make plans for development and construction.

If this reality can be accepted, then our attention will be directed towards increasing the capacity of the state agencies . Which can finally give people a sense of agility and good governance in the services of the state.  

The anger, dissatisfaction, and disappointment expressed in the country now are all because of our poor public service . Time to review it . Public service can only be improved by improving personnel selection, recruitment, training, skills, etc. in all agencies of the state, including the civil service, army, police, institutes, and development committees. 

For that, the government needs to immediately establish a high-level public service reform commission for the improvement of all services and restructure the state agencies based on its report. Our administration system should be 'action oriented' and not bureaucratic. People should be able to give a satisfactory answer . 

Otherwise, public opinion will make a new leader but the service will not improve . The person sitting in the chair has changed but our service remains the same. The issue of how to make public service delivery efficient and customer friendly should now become a matter of public debate.
