Road safety and local administration

Taking into consideration the fact that about 60 percent of all disasters are caused by monsoons, it is preferable to travel during monsoons only after having complete information about the weather forecast issued by the Department of Water and Meteorology and the road conditions of the area to be visited.

Road safety has become the most important topic in modern society. Development is the law of nature and also human nature.

Development means positive change and improvement. Among the various dimensions of development, infrastructure development is important. For this, road infrastructure is a key area. which plays a decisive role in the development of all other aspects .

Road construction works in Nepal It is believed to have started from Kathmandu in 1980 during the Rana's reign. The first road outside Kathmandu is the 42 km Amlekhganj-Bhimphedi road. According to the data of the road department, the length of roads identified as national highways in all types has reached 14 thousand 913 kilometers. In addition to this, urban and rural roads have also expanded. Millions of people are traveling on these roads all the time. If we look at the statistics of the Nepal Police for the past 10 years, an average of 7 people are killed in road accidents every day. In the last financial year 2080/081, 2 thousand 369 people died. In the last 10 years, more than 50,000 people have been seriously injured in traffic accidents. According to

studies, 77 percent of those who die in road accidents are men in the adult age group. In addition, the backbone of the supply system of essential goods such as medicine, food, and fuel is also the road network in our case. In this way, maintaining the security and supply system of millions of road travelers is the responsibility of all the mechanisms of the state, and in the case of local administration, highway safety is a mandatory primary responsibility . Local administration has been playing a limited but important role in various aspects of highway safety.

Road safety is a common subject of many aspects, starting from the concept of road construction, its design, quality of construction, regular maintenance, traffic signals, condition of vehicles, road discipline and skills of drivers and passengers (vehicles and pedestrians) and the effectiveness of regulatory bodies. Infrastructure, awareness and regulation are generally considered important for safe roads.

infrastructure includes the design phase of the road, construction, regular maintenance, traffic safety and signage. It is necessary to design a safe road by paying attention to the geographical location of the road construction site, weather and environmental conditions, and include issues such as long-term needs and sustainability of the road. At the construction stage, the prescribed quality, cost and timely completion should be implemented on those roads using modern technology and equipment, and road safety and traffic signal and regulation system should be adopted. After this, regular maintenance of vehicles on the road and regulation of old vehicles should be ensured by arranging quality transport vehicles with modern technology.

The traffic police responsible for the regulation of drivers, passengers and traffic police are primarily responsible for road safety . Drivers and passengers can create a safe environment by fully following the rules of the road.

regulation is the second stage activity and local administration has an important role in it. The local administration should perform the role of effective monitoring, regulation, coordination and facilitator to ensure that works related to road safety including infrastructure construction and maintenance are completed in the prescribed quality, time and cost. In addition to this, by paying proper attention to coordination and facilitation between agencies related to road safety, potential risks can be reduced.

Road infrastructure construction, maintenance and protection requires the cooperation of many agencies and the local administration has been playing an important role for cooperation, coordination and facilitation between these agencies. In order to carry out the above work in an orderly and effective manner and to remove highway obstructions that may occur during monsoons, it is necessary for the local administration to prepare and implement an action plan to remove highway and road obstructions for road safety. .

In each district, it is necessary for the local administration to formulate and implement an action plan to remove road obstacles in its district in coordination with the relevant agencies. Although it is a regular task of the local administration to prevent road blockages, the main objective of the action plan is to anticipate the possible risks that may arise from incidents such as floods and landslides caused by rains during the monsoon season, and to adopt risk reduction measures in time to make the roads safe and regular, and when such incidents occur, the relevant agencies should be mobilized immediately to remove possible road blockages and keep the highway open.

For the overall road safety, along with the activity of the relevant agencies, driver and passenger awareness has an important role. Road safety cannot be imagined without following road rules and discipline. For this reason, it is equally important for vehicle owners and drivers to keep their vehicles in good shape by periodically checking and maintaining them, to ensure that drivers and co-drivers do not get caught in any kind of drug abuse, and to be alert for safe travel.

Monsoon season has started in the country now . Taking into consideration the fact that about 60 percent of all disasters are caused by monsoons, it is preferable to travel only after getting full information about the weather forecast issued by the Department of Water and Meteorology and the condition of the roads in the area you are going to visit. Don't travel unnecessarily during dangerous times, if you have to go on a trip, you should travel in daylight as much as possible.

It is inevitable to reach a safe place on time and in case of any kind of risk, it is inevitable to immediately take safety precautions including informing the nearest security agency, local level, local administration and asking for help from your family and relatives . Our absolute necessity is the united effort of all parties to ensure safe roads and safe travel while minimizing the loss of human resources that may occur in this monsoon season through awareness, activation and coordination.  The

officer is the chief district officer of Tanahun.
