Even more than the amendment of the constitution, how the implementation of the constitution has been done so far, no matter how many times the amendment is made, the result will not come until it is reviewed

After the formation of the joint government of the Nepali Congress and Nepal Communist Party (UML), the nature of politics seems to have changed in a strange way. The mutual relationship between these two companions of the change of 2046 did not seem to improve much after that.
In 2052, Sher Bahadur Deuba took the initiative to gather Indian support for the construction of the Pancheswar project after forming the government with the Rashtriya Prajatantra Party. In support of that project, the current Prime Minister KP Oli stood very strongly. Since then, the political relationship between the Congress and the UML has been characterized by 'Nagbeli'.
The relationship between Congress and UML has been sometimes hot, sometimes warm and most of the time cold. Now these two parties are standing together with the constitution reform agenda. Political analysts have considered it good according to the 'trend'.
After this 'mahamilan' between Congress-UML, the proposal of functional unity between the left parties has become confused. People associated with the Congress institutionally, its supporters and well-wishers, its political rivals and opponents are looking at the new situation with interest. Especially, the attention of Congress leaders and 'thinkers' is focused on the fifteenth convention of the Nepali Congress to be held next year rather than on reforming or changing the constitution.
The fifteenth congress will elect the successor of Congress President Sher Bahadur Deuba. Before that, it is certain that Deuba will be the Prime Minister of Nepal if no misfortune happens. All the political parties of Nepal have their own rules and regulations. However, in terms of democratic culture, none of the political parties have been operating in a mature and lawful manner. The belief that whoever is elected to the post of the chairman of the party, he is the serviceman of the party has been buried.
It is true, even before the movement of 2062, political parties, whether they are Congress or Communists of any line or of any other ideology, the chairman and office bearers of the party - their behavior was not much different from now. During the decade-long parliamentary period, the leaders of all parties failed to uphold party policies, rules and political dignity. However, those leaders were a little hesitant to go beyond the rules and regulations. He hesitated a little. This is not the case now.
After the country entered the stage of federal republic, there have been many abuses that should not happen in the politics of the country. After the first election of the Constituent Assembly, the Maoists, who rose to the peak of power through the Comprehensive Peace Agreement, abandoned the difficult path of people's war, and started descending from the peak to the reality of the ground very rapidly. The world they wanted to change was not the world they imagined. In the eyes of the public, they could not be seen as different from each other Congress or UML.
After the second people's movement, especially in the Madhesh land, the political strength that could withstand the rise and movement of people's aspirations could not be seen in any political party. The parties that sprouted in Madhesh were heavily burdened with political ambitions. They saw the beautiful city of their dreams. However, they failed to identify the way to get there. Almost two long decades since 2062 have been spent in power struggle and disaster.
Even after two decades of change, the existing political parties in the country have not been able to catch the path of development. Leaders are moving to establish their own party sovereignty. The country filled with dozens of cultures, religions, communities, castes and castes is divided into seven provinces.
In which parts of those seven provinces, how can people be able to work and eat? Even its outline has not been drawn. None of the party leaders have been imaginative in increasing employment in the country and reducing the incidence of foreign employment. What was going on yesterday is going on the same way today. The rays of change are covered by the black cloud of poverty.
The federal government officials elected by the people in the election are not even aware of the problems of the provinces. The bureaucracy that runs the central secretariat of the federal government sometimes rotates leaders to the right, sometimes to the left. Some federal leaders have taken the province as an additional burden.
One province does not have a relationship of cooperation and harmony with another province. Instead of coordinating the various basic products of the province and promoting business, the political leadership is 'twisted' by the bureaucracy and is going to encourage the work of artisans and counterfeiting. The leaders have not been able to envisage the format needed to free the country from this situation.
The Congress-UML alliance has definitely shaken Maoist leader Pushpa Kamal Dahal 'Prachanda'. Even if there is any meaning or not, in the current situation, many meanings of Congress and UML have started to be put together. Selfish expressions of leaders distributed through social media have no effect on current politics. It is not that Prachanda is not aware of KP Oli's nature.
Prachanda also has the ability to match Oli. However, Oli's nature cannot match with Prachanda. However, the 'invisible' ego in the personalities of both Prachanda and Oli, the excessive use of conspiracy formulas in politics and apolitical behavior in development issues have recently started to lose the luster from Prachanda's 'shining' personality. 'Otherwise' is a conflict seen in Prachanda's political personality.
After entering the open society, most of the time of his politics seems to have been spent in 'this or that?', 'this or that?' Hence, the Congress-UML alliance does not seem conducive to his political health.
Nepali Congress and Nepal Communist Party (UML) have not agreed to form a coalition government after a serious assessment of the declining economic, social and political situation of the country. In most cases, the agreement between these two parties is only to protect their politically favorable interests in the constitution.
According to the current agreement, it was reported that in the previous phase, UML will lead the government and in the final phase, the Congress-led government will hold elections. But how has the constitution been implemented so far rather than the revision of the constitution? Where did the constitution go wrong? No matter how many times the constitution is amended until it is reviewed, there will be no results.
The current need is the dynamic implementation of the constitution or not? Search for it. Even a cursory glance from the ordinary eyes of the common man does not seem to be active implementation of the constitution anywhere. The development of the country is not impossible if the political leaders who are in favor and against the administration do not abuse their leadership.
After the formation of a consensus government by Congress-UML, there is definitely a hope that the future political situation will be reflected in the minds of the people. In the first phase, the UML, which is leading the government, has been fighting for power at a fast pace. Voices of leadership change have started to be heard from within the UML. On the other hand, the official date of the fifteenth session of the Congress is one year away. However, the readiness with which Chairman Deuba has appointed Umesh Shrestha as treasurer shows the current state of mind of Chairman Deuba.
New and old leaders have started to become active in the bid to present themselves as the successor of Speaker Deuba. From Gagan Thapa, a well-known young leader and elected general minister, to another elected general minister, Vishwa Prakash Sharma, who is called the representative of the new generation, all are in the news as candidates for the Congress president. A series of lunches between Vimalendra Nidhi, Prakashman Singh and Shashank Koirala has also started. It is understood that the vice president of the party, Purna Bahadur Khadka, is engaged in his own calculations. On the other hand, Dr. Shekhar Koirala has already given a clear indication that he will be a candidate for the post of chairman.
It is clear that there is no possibility of a Congress session until Chairman Deuba becomes the Prime Minister. As the Prime Minister, Deuba needs an assistant chairman. Chairman Deuba is well aware of this matter, when the Congress Chairman is the Prime Minister himself, governance is favorable to him. After all, it is a convention of a political party, in special circumstances it can be moved after some time.
If the leaders of Congress, UML, Maoist and Madhesh parties really have the desire to amend the constitution, then they should give up the greed for power and convenience and start trying to draw the future direction from now. We should go among the Nepalese people and discuss the work that has not been done so far and be active in preparing the blueprint for the work that needs to be done now. However, none of the political parties have been able to take the initiative to create a proper plan for their party workers.
Leaders, new or old, who want to climb the ladder of political leadership should understand that by posting their pictures on social media, you can only impress yourself, not the public. People are looking for direct communication with leaders.
