Article 33 of the Basic Law states that every citizen has the right to employment. It also includes the issue of employment conditions, conditions and unemployment benefits being in accordance with federal laws, and every citizen having the right to choose employment.

The Right to Employment Act 2075 has provided for the establishment of employment service centers at each local level to identify and list the unemployed and guarantee a minimum of 100 days of employment in a financial year.

 The Prime Minister's Employment Program is also aimed at implementing the right to employment as a fundamental right by guaranteeing minimum employment, promoting internal employment entrepreneurship, building public capital through development work at the local level and helping to improve the living standards of the local people. 

The Fifteenth Plan was conceived to provide dignified and productive employment opportunities to all citizens. The Government of Nepal has expressed its commitment to secure employment through sustainable development goals and international labor organization conventions. In the concept paper of the 16th plan, it is mentioned to strengthen the macroeconomic base, increase production and productivity, create decent inclusive employment opportunities, and build human capital.

More than 450,000 new young people enter the labor market of Nepal every year. Ironically, despite the existing arrangements, there are statistics that around 2500 people leave Tribhuvan Airport daily with work permits. There is a situation where the youth are forced to leave their motherland due to unemployment. There is a situation where one has to go abroad in order to feed the family, to buy good clothes, to build a small solid house, to fulfill the wishes of father, mother, wife and children, to teach in a good school. The impact of the pain of young people going abroad is more on the mother or wife.  An incident experienced by the

columnist may be relevant here. He was forced to go abroad for employment while watching the child go to school holding his mother's hand. He had only completed his 12th standard. His mother expressed her pain with tears in her eyes, "Less than a month after getting married, my husband went to Saudi Arabia to find happiness for me and my parents after not finding any food in the country." Being from a farming family, he devoted himself to farming. Even when I saw other husbands and wives walking together, I used to compare them with my own life. During Laonlaon and Khaonkhaon, life was spent in misery. Now it's been 20 years since we got married. At least my son was with me. Now that he has also gone abroad, his restlessness has increased. All in all, she has not been able to spend time with her husband even for 5 months. I was waiting for the day when the whole family would live happily together, while I was watching, my son also stayed here and went abroad at a young age because he couldn't find a job,'' she narrated her pain.

There is political instability in the country. Businesses are shrinking. Political leaders are obsessed with power. There is no tradition of respecting work. Because of this, young people like his son are leaving their land and going to sweat in a foreign land. As he suffered a lot in his old age, he started getting sick. When I needed love, help and support, my husband was not with me, and now I have no son. 

The neighbor's friend also has the same pain. Her daughter went abroad as soon as she completed her 12th standard. Husband is busy with work. They walk in the morning and return home late at night. The disease has started to tear him apart. There is no one with the water heater. Fortunately, her husband is here, but the pain of a woman whose husband lives abroad is even more painful. Households and society will see such women differently. 

These events are representative events of our society. But what is the state doing to heal the pain of mothers and wives? Many mothers would not have shed tears if the youth were to be guaranteed minimum employment in their own country. It is necessary for the government to be sensitive and serious in implementing the right to employment as a fundamental right. The prime minister's program brought with the aim of promoting internal employment and entrepreneurship, building public capital through development work at the local level and helping to improve the living standards of the local people, should create more jobs and involve more and more young people. 

According to Nepal Rastra Bank, in the financial year 2079/80, remittances of 12 trillion 20 billion 55 million rupees have been received. Nepal is also one of the top 10 remittance-receiving countries in the world. According to the statistics of the Ministry of Finance, the share of remittances in the GDP was 18.55 percent in 2067/68, 29.52 percent in 2072/73, 22.63 percent in 2075/76 and 23.1 percent in 2079/80. Immediate remittances are unsustainable and will have dire consequences over time. At some point, there will be a situation in Nepal where only the bodies, children and senior citizens who have spent an active life abroad and returned home as patients will have to bring in the active youth power needed for the country from uncontrolled countries. In this matter, it seems necessary for the government to create an environment for young people to eat something in the country. 

It is necessary to develop a tradition of respecting work in Nepal. The tendency to shy away from work is self-inflicted. A lot of young people from the neighboring countries of India have come in to work as tailors, painters, carpenters, carpenters, plumbers, electricians, selling panipuri or chatpaty in handcarts, cutting hair, and repairing motorcycles. He has sent crores of money from Nepal to India. We have a tendency not to pay attention to small work in our country and do not hesitate to do any work abroad. It is necessary for all three levels of government to pay attention to the work of developing the tradition of respecting work and creating an environment that will sustain the youth in the country. 

Water, land, forest, herbs are with us as immense opportunities. It seems that the government should create a special policy to make full use of the youth power that goes abroad every day. In the implementation of the policy, all three levels of government should take it forward through coordination, cooperation, partnership and mutual assistance. To build a small beautiful world with the happiness of the family, the youth who go abroad should be stopped in the country. 

Long-term, medium-term and short-term planning should be used to mobilize active youth, their knowledge, capital and technology. It is necessary to transform the slogan of a prosperous Nepal happy and happy Nepali into a reality with all the members of the family sitting together. Emphasis should be placed on proper and effective implementation of existing legal arrangements.
