After one person was killed and civilians as well as security personnel were injured in a clash between two communities in Kaptaanganj, Dewanganj Rural Municipality–3, Sunsari, on Sunday night, the District Administration Office, Sunsari, has imposed an indefinite curfew order in certain areas of Dewanganj and Harinagar rural municipalities.
According to the order of the Chief District Officer, the curfew has been enforced from 7 am on Monday until further notice. As per the order issued under Section 6(a) of the Local Administration Act, 2028, no person is allowed to move about, gather, rally, demonstrate, hold meetings, assemblies, or encircle within the designated four boundaries of Harinagar, Bhutaha, Kaptaanganj, Ghuskhi, and Dewanganj market areas.
The District Administration Office has stated that the curfew has been enforced within the specified boundaries: from Juniya Tole to Basantpur Mod in Harinagar market area, from Moria Dhaar Khola to Sunsari Khola in Bhutaha market, from Yadav Tole to the Nepal–India border area in Kaptaanganj market, from Kasimiya Madrasa to Himalaya Public School in Ghuskhi market, and from Musahar Tole to the rural municipality office in Dewanganj market.
On Sunday night, a clash broke out between Hindu devotees returning from Koshi Barrage with holy water, playing DJ music towards Kaptaanganj Chowk, and another community over the sound of the DJ. During the clash, 30-year-old Omprakash Mehta of Dewanganj Rural Municipality–4 was killed by a bullet fired by the Armed Police Force. In the incident, a total of 22 people were injured, including 9 civilians, 8 Nepal Police personnel, and 5 Armed Police Force personnel.
Following the incident, additional security personnel from Nepal Police and the Armed Police Force have been deployed. The administration has stated that the curfew has been imposed to maintain peace, security, and public order. It has also warned that anyone violating the order may face a fine of up to one thousand rupees, imprisonment for up to one month, or both.
The administration has urged the public to fully comply with the curfew order and not to leave their homes except for essential purposes. It has also stated that continuous discussions and efforts at understanding are ongoing with both communities and that the security situation is under control.
