Professors who misused their study leave and did not return from Tribhuvan University have not shown interest in returning the money. TU had informed professors and employees who did not return to service after using their study leave twice as per the rules to come in touch.

The study committee coordinated by Kafle had found that more than 191 teachers and employees had taken study leave and not returned to the university last year. More than 200 were found to have not completed their studies even though they took study leave. TU had announced that it would recover the money from professors and employees who misused their study leave and did not return to service and did not submit their certificates.
For the first time in Ashar 2082, professors who went on study leave with financial facilities and did not return were asked to come in touch within 35 days. But after they showed no interest in getting in touch and returning the money, the committee issued another notice on 3 Ashad 2083. In the notice, those who did not return to service as per the rules and did not return the full period were asked to get in touch within 15 days. TU has warned that legal action will be taken if they do not come within the specified period.
The committee stated that 62 people came in contact during this period and 112 people applied to return the money. “We have written to those who do not come in contact or return the money,” Kafle said. According to TU sources, the number of teachers and employees who do not return after going abroad on study leave has increased to more than 250.
The Ministry of Education and Sports has also shown interest in taking action against TU professors who misuse their study leave and do not return. Education Minister Sasmit Pokharel had also instructed TU to quickly return the money to professors who go on study leave and do not return as per the agreement. Minister Pokharel's 100-day achievements include the recovery of more than Rs 130 million.
TU's associate professors, associate professors, professors and employees are entitled to study leave with monthly salary. There is a mandatory rule that they must return to service after taking the leave. However, TU has started the search and recovery process after the professors and employees who took the leave did not return. It is estimated that the university has suffered a loss of more than 1.5 billion rupees due to the fact that even after taking study leave with monthly salary, they do not complete their studies and even after completing them, they hide abroad.
TU has been working on the Study Leave Management Implementation Committee office for a year to recover the amount. The committee had requested through a public notice to deposit the remuneration received while on study leave with interest in the university's bank account. For the sake of personal privacy, TU has been requesting the return of the amount by keeping the investigation report and the names of those who misused the leave confidential.
Chief Kafle said that the work of collecting the amount has not gained momentum since the posts of Vice-Chancellor, Rector and Registrar have been vacant since April. 'In the first phase, we have asked only those who did not return after taking study leave to come in touch. In the case of those who do not complete their studies, the process of recovering the money can be entered into only after the university makes a policy decision,' he said.
The rules related to the service of teachers and employees of the University of Nepal (TUN) provide for study leave for 3 to 5 years. An investigation was conducted after there was an increase in the tendency of those who do not complete their studies using this facility, who do not get admitted even after taking money after using study leave, who work elsewhere, and who go abroad and stay there. The TUN Executive Council formed a committee in Magh 2081 to investigate the teachers and employees who take study leave.
The highest number of those who do not return to the university after taking study leave are 62 from the Institute of Engineering. Similarly, 56 from the Faculty of Science, 30 from the Faculty of Humanities, 17 from Forestry, and 11 from Agriculture and Animal Sciences. The highest number of those who do not submit their completion certificates despite taking study leave are 84 from the Faculty of Humanities. 50 from the Faculty of Science, 37 from Engineering, 17 from Management, and 11 from Agriculture and Animal Sciences have also not submitted their certificates. TU has stated that they received salary benefits ranging from 30 to 40 lakhs per person while on study leave.
Along with the request to return the amount, the university has decided to deposit the recovered amount in the pension fund increase. TU's budget and program for the fiscal year 2082/83 mentions that the amount will be deposited in the pension fund increase. 'The amount recovered from teachers and employees who have used higher education study leave from various bodies under TU and have not returned to the university, and who have not obtained the specified degree after using the leave, will be kept as a source of pension fund increase,' the budget states. There is a provision that after returning after completing the study leave with salary benefits, they must work in the university service for the same period.
