The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has sought clarification from 23 local levels that have not submitted the annual policy, program and budget for the fiscal year 2083/84 to the assembly within the stipulated time.
The ministry has directed various rural municipalities and municipalities to send a statement clarifying the status of the budget formulation process and the reasons for the delay within three days through a letter today.
The letter states that according to the Local Government Operation Act, 2074 BS and the Intergovernmental Financial Management Act, 2074 BS, there is a legal provision that local levels must approve the revenue and expenditure (budget) for the upcoming fiscal year by the executive and submit it to the assembly by mid-Asad.
The ministry has stated that based on the details entered on its portal and the reports received, some local levels have not submitted the budget for the fiscal year 2083/84 BS within the deadline specified by the law, and therefore the necessary clarification has been sought.
The letter asks for information within three days of the date of receipt of the letter, including the current stage of the budget formulation process, the reason for not being able to submit the budget to the assembly within the specified time, and if further coordination or facilitation is required from the ministry.
In addition, the ministry has been requested to provide the upcoming agenda of the local level assembly to the ministry so that the budget can be passed by mid-Ashar.
The ministry has stated that this initiative has been taken to ensure the full implementation of the legal provisions by completing the budget formulation process at the local level on time.
5 districts of Koshi, 11 districts of Madhesh, 2 districts of Bagmati, 1 district of Gandaki, 4 districts of Lumbini, 1 district of Karnali, and 3 districts of Sudurpaschim have not made their budgets public as of 10 Ashar.
