The ministry's spokesperson Ekdev Adhikari said that the municipalities were unable to present their budgets due to the conflict between the mayor and the chief administrative officer, mismatches in policies and programs and budget allocation among public representatives, and 'interference' by the federal ministry in budget expenditure. He said, "The budget could not be presented on time due to disputes over budget distribution among people's representatives and the ministry's intervention in facilitating the municipality, which spent the money of financial transfers as it pleased."
Similarly, Rajendra Pyakurel, Chief Executive Director (CEO) of the National Federation of Rural Municipalities, mentioned in a statement issued on Wednesday that the budget could not be presented on time due to lack of preparation for budget preparation, illness of the chairman and family members, and failure to reach an agreement on budget preparation.

Similarly, Sukhipur, Jaleshwor, Hariban, Garuda, Kataharia, Fatuwa Bijaypur, Melamchi, Baglung, Tikapur and Bideh municipalities have also not been able to present their budgets. The Local Government Operation Act and the Intergovernmental Financial Management Act have made provisions for all local levels to submit budgets to the village and municipal assemblies for the upcoming fiscal year by 10 Ashar.
The National Natural Resources and Finance Commission Act has made provisions for the local level to provide five points for the indicator of whether the village executive and municipal executive have submitted the revenue and expenditure estimates for the upcoming fiscal year to the respective village and municipal assemblies by 10 Ashar. Similarly, another five points have been assigned for the indicator of whether the local level assembly has passed the budget by Ashar.
Similarly, the commission provides 100 points based on 17 different indicators. The federal ministry has said that the federal government will cut five points from the equalization grant provided by the federal government for the upcoming fiscal year to 27 local levels that fail to submit their budgets in the assembly. The ministry's spokesperson, Adhikari, said that the number of municipalities that have not submitted their budgets this year has decreased compared to last year. "The performance-based grant under the financial equalization grant received from the performance-based indicators of the municipalities that do not submit their budgets on time will be reduced," he said.
