The Department of Land Management and Records has urged individuals, organizations and bodies using government land on the basis of occupancy rights to complete the process of converting it into a lease as per the law.

The department has written to land administration and land revenue offices across the country, directing them to identify the status of government land under occupancy rights and inform the concerned individuals and organizations about the conversion into a lease.

According to the department, according to the Policy on Registration and Lease of Government Land, 2071, there is a provision that individuals, organizations or bodies with occupancy rights must apply for conversion into a lease within the specified period. However, in some places, many lands are still in a state of occupancy rights due to the process not being completed on time.

The letter also mentions that the ninth amendment to the Land Revenue Regulations, 2036 BS has clarified the legal provisions for converting land under occupancy rights into a lease. According to that provision, the party with occupancy rights can enter into a lease agreement after paying the remaining amount and other obligations.

The department has directed all offices to update the details of lands whose tenure has expired or is about to expire and inform the concerned parties and to take the necessary process for conversion into lease . In addition, it has been asked to pay special attention to maintaining the records of such lands in a systematic manner, removing legal confusion and making the use of government property more systematic .

In a letter issued with the signature of the Director General of the Department of Land Management and Records, all the concerned parties have been urged to take the process forward immediately as administrative and legal problems arise when lands with tenure remain unconverted for a long time.
