The government has decided to implement the report of the High-Level Commission on Investigation and Protection of Government and Public Land (Rawal Commission), 2052.
The cabinet meeting held on Friday decided to implement the report based on the directive order issued by the Supreme Court in the name of the government regarding the implementation of the report. Despite being recommended 31 years ago, the report has not been implemented yet.
In addition, the cabinet meeting has also decided to maintain a systematic record (alaga) of government and public lands across the country and protect such lands based on the order of the Supreme Court.
The cabinet meeting has directed the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration to implement both these decisions.
With this decision of the Council of Ministers, the way has been paved to vacate all the encroached public and government lands (1859 ropanis, 14 annas, 3 paisas, 3 daams) in all 35 wards of the then Kathmandu Metropolitan Region, as covered by the Rawal Commission report based on the 2021 BS survey.
The process of taking action against the encroachers of the said public and government lands in accordance with the prevailing law will also move forward.
