The 10-kilometer road in the Baglung section of the 417-kilometer Kaligandaki Corridor, which is being built to connect the Sunauli checkpoint in India to the border with China, has not been blacktopped.
The blacktopping of the Baglung section of the Kaligandaki Corridor has not been completed even after 12 years since the opening of the road track. The Nepali Army opened the track in the fiscal year 2071/72 and handed it over to the Kaligandaki Corridor Road Project, and the upgrading and blacktopping work had progressed. The work has not been finalized by the end of the second contract for blacktopping. The blacktopping of the Balewa-Maldhunga road in Baglung has not been completed even after the first extension of the deadline for 24 months on 29 Mangsir 2079 and the second extension of the deadline for 1 year on 17 Jestha 2082.
Local Keshav Prasad Subedi said that despite the 12 years since the track was opened, traffic is still facing problems due to the lack of blacktop. ‘The deadline for blacktop has expired twice,’ said Subedi, ‘We are directly suffering because the road work has not been finalized.’
Passenger Meghnath Subedi said that due to the lack of blacktop, the road becomes dusty in winter and muddy in the rain. ‘It takes two hours to walk to the capital Baglung,’ he said, ‘It takes even longer to travel by car because the road is not blacktopped.’ 
Khadak Krishna B&JV has taken over the responsibility of blacktopping 1,300 meters of slopes and other parts at a cost of Rs 481.256 crore. Construction entrepreneur Dinbandhu Kaaf said that the work could not be completed on time due to budget constraints and weather conditions. ‘The work has been delayed due to various reasons,’ said Kafl, ‘We are working to complete the blacktop within the next month.’
Palpa has been looking at the 240-kilometer road section from Gaundakot in Nawalparasi to Maldhunga in Baglung under the Kaligandaki Corridor Road Project. Although the road has been blacktopped in other places, the Balewa-Maldhunga road section is still pending.
Homanath Poudel, an engineer of the Kaligandaki Corridor Road Project, Palpa, said that the construction contractor has not completed the blacktop work within the stipulated time due to delay and various excuses. ‘The construction contractor has said that he will complete the blacktop and hand it over within the next month,’ said Poudel, ‘If the work is not completed within a month, we will take action.’
He claimed that 90 percent physical and 73 percent financial progress has been made on this road section so far. The local level has also been taking initiatives to blacktop the road connecting Baglung Municipality and Jaimini Municipality. Jaimini Municipality Deputy Mayor Harihar Sharma said that despite the orders from all sectors, the work has not been completed.
The Kaligandaki Corridor, which is a national pride project, is used by residents of India as well as Mustang, Myagdi, Parbat, Baglung, Gulmi, Syangja, Palpa, and Butwal. If the Kaligandaki Corridor is completed on time, it will develop into the shortest route connecting the three countries.
