Chief Justice Manoj Kumar Sharma has claimed that no interference in the dignity of the justice delivery process will be accepted while assuming the responsibility of the 33rd Chief Justice. Sharma, who took oath before President Ram Chandra Poudel immediately after being approved by the Parliamentary Hearing Committee, made this claim. He said that the main goal of his tenure will be to build and protect an independent, impartial, competent and public-trusted judiciary. Respected media friends,

I express my heartfelt gratitude for your presence here. Today, in accordance with the Constitution of Nepal, I have got the opportunity to assume the glorious responsibility by taking the oath of office of the Chief Justice. I have accepted this responsibility not only as a position; but also as a responsibility to further strengthen the Constitution, the rule of law, judicial independence, and the citizens' faith in justice.

The judiciary is the guardian of the Constitution of Nepal, the guarantor of fundamental rights, and a major pillar of democratic governance. Therefore, the main goal of my tenure will be to build and protect an independent, impartial, competent, and trusted judiciary.

The independence and impartiality of the judiciary are the backbone of democracy. My first and highest priority is to keep the independent judiciary completely intact. This principle will not be compromised under any circumstances. No interference will be accepted in the institutional independence of the judiciary, the professional impartiality of judges, and the dignity of the justice delivery process. No one should have any doubts about this matter, and I would like to assure you that I will not do or allow any action that would raise such doubts.

 

Use of information technology I will institutionally advance the overall digital transformation of the judiciary by making the judiciary technology-friendly through the effective use of information technology.

I will make the Virtual Hearing system more effective and accessible.

 

Judicial good governance Strict control will be exercised against any kind of irregularities, delays, opacity or any kind of unwanted activities in the judicial sector by firmly adopting the Zero Tolerance policy to maintain judicial good governance. In addition, I will take necessary concrete steps to effectively control and eliminate the tendency of middlemen.

 

Service delivery: The necessary laws will be amended and procedures simplified to make service delivery faster, faster, transparent and effective  and for that, I will form a high-level committee to identify and suggest which laws need to be improved.

For the convenience of service recipients, a Helpline Desk will be managed efficiently in each court.

Increasing access to justice

Adopting the principles of participation, collaboration and coordination as the basic basis of work performance, I will give special emphasis to conducting work in accordance with the same principles. Through this, I will try to make judicial performance more effective and increase access to justice.

Effectiveness of the Judicial Council

I will develop the institutional practice of holding regular meetings, making the Judicial Council more effective and active.

Settlement of old pending cases

I will formulate a special action plan for the speedy settlement of old pending cases and implement it effectively.

Judgment implementation

I will take necessary initiatives to make the issue of judgment implementation more robust, effective and result-oriented.

 Finally, I have deeply realized that the trust of the common citizen in the judiciary is our greatest strength. I will always remain committed to protecting and promoting the universal values ​​of the Constitution, the rule of law, human rights and justice. In the course of discharging this great responsibility, I am confident that the Supreme Court will receive constructive support from the honorable judges, judicial service employees, learned legal practitioners, scholars working in the field of justice and law, the media, and the general public across the country. As the Chief Justice, I express my commitment to inform the media from time to time about the progress and reform efforts made during my tenure. I will personally communicate with the media as needed. Also, if any journalist friend wishes to meet the Chief Justice, they can coordinate with my secretariat to fix a time.
