Since 12 Baisakh, the government has been evicting squatters from various parts of the country by demolishing their houses with bulldozers, saying they were illegally residing. They are now temporarily housed in various holding centers.

How will the government manage the landless and squatters? The policy and program for the fiscal year 2083/84 includes their management. The policy and program made public by President Ram Chandra Poudel while addressing both houses of parliament has stated that an affordable and convenient housing scheme will be implemented for the homeless, marginalized, poor and disaster-affected communities. ‘Permanent housing and ownership will be ensured by identifying the real landless,’ states point number 69 of the policy and program.

The government also has a program to connect the landless to agriculture and production work. Point 17 states that the trend of arable land remaining barren will be discouraged and access to barren land for young women, landless and small and marginalized farmers will be ensured through the land bank system to utilize barren land for production. ‘Access to concessional financial technology will be expanded through farmer registration, identity cards and credit cards. Contract farming, cooperative farming and agroforestry systems will be encouraged,’ the same point states.

Point 18 also states that the problems of landless and squatters will be solved in the long term. ‘Safe and proper settlements will be managed to solve the problems of landless Dalits, squatters and unorganized settlers living in unsafe places in a long term way so that a balance is maintained between land ownership and use,’ the point states.

It is also stated that the land administration service will be expanded to all local levels in a phased manner by integrating the survey and land revenue services. It is also stated that the process of updating records by surveying land using modern technology will be taken forward.
