The Ministry of Culture, Tourism and Civil Aviation has initiated the process of appointing 5 members to the Board of Directors of Nepal Airlines Corporation at once.

According to a notice issued by the ministry on Monday, the process had been started earlier to appoint 4 vacant board members. However, after the government issued the 'Special Provisions Ordinance Concerning the Removal of Public Officials, 2083' came into effect, a situation arose in which Executive Director Amritman Shrestha was automatically relieved of his post. With this, the number of members to be appointed has been fixed at 5.

According to the Ministry's Joint Secretary and Spokesperson Jayanarayan Acharya, the appointment process will continue on the basis of the previously published advertisement and no new applications will be invited.

With this decision, 5 members will now be appointed to the Board of Directors at once. If the government deems it necessary, one of the appointed members may be given the responsibility of Executive Chairman or General Manager.

According to the legal provisions, the Government of Nepal has a provision to appoint a General Manager in the absence of an Executive Chairman, Executive Vice Chairman or Executive Director in the corporation. The government will also determine the salary, allowances and service facilities of the general manager or executive officer along with the appointment. According to spokesperson Acharya, a selection committee will be formed through a ministerial decision. The committee will select 5 members from the applications received by the ministry by Monday.

There is a provision that the joint secretaries of the ministries of tourism and finance will be ex-officio members of the corporation's board of directors, and both of these positions are currently not vacant. Spokesperson Acharya informed that the process as per the advertisement called earlier for the appointment of the general manager of the corporation will also be continued.

According to the law, the government can form a board of directors with a maximum of 7 members if it deems necessary. This can also include non-government persons with experience in the fields of commerce, finance, accounting, aviation and tourism promotion.

The tenure of other board members will be 4 years and they can be re-appointed. However, there is a provision that non-government members can generally be re-appointed for only one term.

Similarly, the government will retain the right to remove any director from office before the completion of his term, if it deems necessary.
