The meeting of the Central Working Committee of the Nepali Congress held on Monday drew serious attention to the agreement between India and China on the Lipulekh-Limpiyadhura-Kalapani region and urged the government to take effective diplomatic initiatives to protect Nepal's sovereignty and geographical integrity.

The meeting expressed dissatisfaction that the agreement between India and China to conduct the Kailash Mansarovar Yatra via Nepali land Lipulekh was made without Nepal's knowledge and consent.

The Nepali Congress reiterated its old stance that the Lipulekh, Limpiyadhura and Kalapani regions are the indivisible territory of Nepal, stating that the party has always been clear and firm on this issue. 'Based on the Sugauli Treaty of 1816, Nepal's historical map, records, documents and evidence, the official view of the Congress has been that Lipulekh, Limpiyadhura and Kalapani, including Nepal, are Nepal's territory,' said a statement issued after the Congress meeting. 'The Congress is clear in this view and stance.' The Nepali Congress believes that both India and China will be sensitive to Nepal's sovereignty.''

The Congress has stated that it has positively received the diplomatic note sent by the government to India and China. In the context of the note urging them to respect Nepal's sovereignty, the Congress has interpreted it as an appropriate step. 'The map including Lipulekh, Limpiyadhura and Kalapani, unanimously adopted by the Nepali Parliament in 2077, is part of the Constitution of Nepal. Since it is the prime responsibility of the Nepali government to take diplomatic initiatives to implement and make it acceptable, the Congress specifically appeals to the government to play a more effective diplomatic role based on historical facts, maps, records, documents and evidence,' the Congress decision states, 'The Congress has a clear view that on the extremely sensitive issue of the border, there should be a common view by rising above party views and political differences and establishing national consensus and unity.'

The meeting also recalled the historical fact that in 2072 BS, the then Prime Minister Sushil Koirala-led government sent a diplomatic note to both India and China, clarifying that all the lands east of the Mahakali River, including Lipulekh, Kalapani and Limpiyadhura, belong to Nepal. The Congress has stated that the agreement reached between the two countries at that time cannot change the historical reality without Nepal's consent and has urged for immediate correction.

The Congress has emphasized the need to rise above party interests and political differences and establish a national consensus on a sensitive issue like the border. The party has called for a united move, stating that a common national view is necessary on such an issue.
