President Ram Chandra Poudel has called legal experts for a discussion to seek their suggestions on the ordinance recommended by the government. A senior advocate said that the President's Office had called the legal experts on Wednesday itself to be present at 4 pm on Thursday.
Constitutional expert Bipin Adhikari accepted that Sheetal Niwas had called him for legal advice on what to do after the government recommended six ordinances. He also informed that he was in Birgunj and could not attend. The President is going to seek opinions from former Attorney Generals, senior advocates and constitutional law experts on whether to issue an ordinance or not.
The President has not been able to take a decision after the government sent one ordinance after another to amend the law by bypassing the parliamentary process. The Council of Ministers, which sent two ordinances to the President's Office on Monday, recommended three more ordinances on Tuesday. The ordinances have not been issued by the President yet. The President, who came saying that they are under study, is going to consult with legal experts before taking a decision.
On Monday, the Council of Ministers recommended an ordinance to amend the Constitutional Council (Work, Duties, Powers and Procedures) Act, 2066 BS and the Cooperatives Act, 2075 BS. On Tuesday, the University Act, the Health Sciences Academy Act and some Nepal Act amendment ordinances were recommended. According to an official from the President's Office, employees have been informed that some more ordinances will be issued.
An ordinance has been recommended to amend 20 acts under some Nepal Acts. These include Education, Civil Service, Land Revenue, Land (Survey), Technical Education and Vocational Training Council, Citizen Investment Fund, Nepal Academy of Science and Technology Act. The University Grants Commission, Health Service, Foreign Employment, Federal Parliament Secretariat, Land Use, Forest, Public Procurement, Insurance and other acts are also being amended through the ordinance.
