The government has accelerated the transfer process by identifying employees who have been working in the same place for a long time. The transfer process has been taken forward after thousands of employees have been working in the valley for a long time, according to the details collected under the direction of the Office of the Prime Minister and Council of Ministers. According to recent public data, 4,475 employees have been working in the Kathmandu Valley alone for five years. The number of employees working in offices within Singha Durbar for more than 2 years was 1,935. This group included secretaries, joint secretaries, chief consultants, general physicians, superintendents and office assistants. The Ministry of Federal Affairs and General Administration has put forward new criteria to make administrative reform, promotion of good governance and service delivery more effective. The ministry has accelerated the work of transferring employees to the provincial and local levels. In this regard, the ministry transferred 25 joint secretaries on Thursday alone.

Joint secretaries have been transferred from provincial secretaries to inter-ministerial posts. Some have returned to Singha Durbar shortly after fulfilling their provincial responsibilities. A female employee has expressed dissatisfaction with being sent back to the province after previously assuming responsibility in the province. She said that she was transferred on the basis of being a senior employee. She said that she was transferred to the province within 9 months of entering Singha Durbar. She said, ‘We have been outsourced because we are senior, we have expressed dissatisfaction with this.’

When the new government came to power, 158 local level chief administrators were without officers. The ministry had accelerated the filling of posts in those local levels that were being run on an ad hoc basis. Accordingly, now only 8 local levels are yet to be filled.

The Civil Service Act 2049 and the Regulations 2050 have made provisions for employee transfers and promotions. According to which, there is a provision to transfer employees once a year for one and a half to two years on a geographical basis according to the schedule. Similarly, there is a provision that even when deployed on duty, they cannot be kept for more than three months in a year. However, the ministry has now made a standard for transferring employees in a balanced manner, replacing the system where posts have not been filled at the local level for a long time and employees are only in Sugam, said the ministry's information officer, Vivek Ghimire.

According to him, according to the policy of not leaving local levels to the discretion of the staff, after the formation of the new government, most of the 753 local levels have been sent to the posts as per the posts. He informed that now there are 8 local levels to be appointed as Chief Administrative Officers. He informed that posts will be filled in those places soon.

According to him, the ministry has taken the data of employees working in the Valley or Singha Durbar for a long time as a general administrative standard. He said that the purpose of sending employees to the local level is also to provide them with outside experience and diversity of work areas. He said, ‘They have been transferred in a balanced manner so that they get new experience and exposure, and serve at the lower level.’ According to Ghimire, only vacant and necessary positions are being filled. Stating that there is a vacancy for joint secretaries, he clarified that there is no separate plan to send other employees to the provinces. He also said that the process of filling vacant positions after the employees who have gone on duty return will continue.

Constitution and administration expert Kashiram Dahal emphasized that for good governance and development, a clear policy at the political level and professionalism and efficiency in administration are essential. He said that the transfer system has been affected by political interference, the influence of middlemen, and the lack of transparency in transfers and promotions that have been seen in the administrative sector for a long time.

He said, ‘In the past, the system has been affected due to unnecessary alliances between politics, personnel administration and middlemen. Good employees could not be encouraged due to the tendency to work based on self-interest. The practice of party-based protection did not make transfers predictable.’ According to him, administrative stability has been weakened as the transfer and promotion process of employees is also not clear and predictable. He said that administrative efficiency has been weakened due to the failure to make the transfer system cyclical and rule-based. He pointed out the need for clear policies, transparent implementation and a clear separation of roles between the political and administrative levels for good governance and effective service delivery.
