Since the issuance of the Nepal Citizenship (Fourth Amendment) Regulations, 2082, about 3,000 people have obtained citizenship in their mother's name. The Ministry of Home Affairs has stated that 2,948 people have obtained citizenship under the new system so far after the issuance of the new regulations.

The Nepal Citizenship Regulations, which were amended for the fourth time, were published in the Gazette. The Council of Ministers meeting held on Poush 11 decided to approve the Nepal Citizenship Fourth Amendment Regulations.  

Rule 3 of the Nepal Citizenship Regulations, 2063 has been amended. Similarly, Rules 5, 7, 8 and 14 of the original regulations have been amended. Rule 16A has been added to the original regulations and the schedule of the original regulations has been amended. 

According to the new system, in cases where one of the father or mother has acquired Nepali citizenship by birth and the other parent has died without obtaining citizenship or the address of the father is unknown, and in the case of children born to a Nepali mother abroad and whose father is unknown but who are permanently residing in Nepal, the Chief District Officer has been provided with the ability to conduct necessary investigations and grant naturalized Nepali citizenship.

In addition to the documents specified in the regulations, self-declaration will also be taken as an important basis when issuing citizenship. The revised regulations have also provided for the necessary format for that.

Earlier, there was a provision that naturalized citizenship other than naturalized by marriage could be granted only by the decision of the Ministry of Home Affairs. According to the new legal provision, this authority can be delegated to the Chief District Officer, which has increased the role and responsibility of the local level in the citizenship distribution process.

The amendment has also included the issue of distribution of identity cards to minors, which was not clearly covered by the law before. In addition, it has been clarified that in cases where a foreign woman marries a Nepali man, her Nepal residence permit (visa) must be regularized before granting naturalized citizenship by marriage.
