President Ravi Lamichhane has said that the ‘right to recall’ provision in the party statute will be strictly implemented if the RSP MPs violate discipline. Addressing the orientation and introductory program organized by the RSP for its newly elected MPs in Lalitpur on Wednesday, he made it clear that the statute provides for action up to and including recall from the MP.

‘The RSP, regardless of whether the government has a two-thirds majority, the number will decrease or the government remains in the majority, the number will decrease, or it will fall into the minority, will strictly implement the ‘right to recall’ provision established in its statute from its inception,’ Lamichhane said, warning the MPs. He advised the MPs to exercise their freedom in a disciplined manner.

Article 69 of the RSP statute provides for the right to recall people’s representatives. ‘The ordinary members of the party’s concerned constituencies will have the right to recall their people’s representatives if they do not perform satisfactorily. According to the regulations made by the central committee, if the general members of the concerned area decide by a certain number or percentage, the party's central committee will initiate the process of revoking the post of the concerned people's representative,' the article states.

The article also provides that the central committee can recall the party's proportional people's representative if he acts against the party's interests or on the basis of performance evaluation or for other reasonable reasons. 'The central committee will carry out the process up to and including the dismissal of the people's representative in accordance with the regulations,' the statute states.

Chairman Lamichhane, who tried to warn as a guardian that the MP's statements would affect the country's economy and foreign relations, said. 'There is one freedom, there is one discipline. There is a thin line between them. We need to pay attention to that line. The party has no intention of taking away your freedom. As the party president, I have no objection. Use your freedom well but be disciplined,' he said.  At the

program, Lamichhane delivered a speech addressing the party, countrymen, international community, private sector, etc. He warned the party's lawmakers not to be complacent about the fact that they had received almost two-thirds of the vote. In the past, the party's election symbol 'bell' and other issues were attacked by established political forces and the party was saved, recalled Lamichhane at the beginning. Lamichhane said that even when all the power in the country was standing in one place, the party did not bend its legs and that trust in the consciousness of the citizens worked behind it.

Lamichhane had urged the lawmakers not to fall into the political culture established by the old parties. He warned the lawmakers not to go towards forming factions for office. 'After gaining power, we should be able to remove the blindfold that comes in our eyes. Otherwise, the Nepali people waited for the old political parties for 36 years, you and I will not wait for 36 months or even 36 days, be confident about this,' Lamichhane said, 'Your race is not in the houses of vested interests, the Congress-UML will not be defeated by forming factions, my friend, there is no need to form any factions. We can all fit under the bell.'

If the RSVP fails to do politics by keeping the country and the people at the center and not engaging in 'me'-centric politics of what it will get in the parliament and government, he warned the lawmakers, saying that the fate of the party will be worse than that of the leaders of the old political parties. Stating that an unprecedented public vote was received in the House of Representatives elections, Lamichhane urged them to be aware of the forces trying to create a rift in the party. 'With the unprecedented public vote received, you may have seen that efforts have been made from place to place to see if a rift can be created between them, you can also see the intentions in the news sometimes. We should avoid such places,' he said. 

Chairman Lamichhane also urged the MPs to be careful while expressing themselves in the media and to get rid of the ‘hangover’ of their past profession. ‘Now you are not the people of yesterday, but responsible MPs and politicians. Now the role has changed. No, if you think that I am an engineer, that I am an old professional, that I express myself the way I did yesterday, then you can step out of the role of MPs,’ he said.

Chairman Lamichhane had apologized for the party’s failure to represent the Rai and Limbu communities in Parliament this time. ‘I apologize with sadness and say – representation of the Rai and Limbu communities within our party was not possible this time. As the chairman, I want to apologize and say with confidence that we will take forward this important step of inclusion with priority in the coming days,’ he said.

Chairman Lamichhane expressed his commitment to the current constitution and the democratic system. ‘I believe in the democratic system. I am committed to the current system and the constitution. We are aware that some reforms are needed when we reach the power in the form of governance, but our commitment to the current system and the constitution has not wavered, nor is it going to waver,' he said. He also urged the lawmakers not to do anything that would undermine their commitment to the constitution and the system. 

Chairman Lamichhane said that political parties and leaders who have contributed to history should be respected. He also urged the lawmakers to avoid making statements that insult old parties and leaders. He said that if any political party or opposition is sarcastic in the statements of the RSP leader, it would be a disaster. 'Today, in the frenzy of victory, the way our supporters and friends are expressing themselves towards the opposition through various media is never acceptable. Being a winner means being responsible, not being loose,' Lamichhane said. He said that the accusation of 'anarchy' leveled against the RSP should be refuted through behavior.

On the eve of the formation of a single-party government, RSP President Lamichhane tried to reassure the private sector and the international community. He said that when the RSP leads the government, there will be rule of law and it should be based on that. He called on the private sector to work confidently and those who want to invest in Nepal from abroad to come. 

He also urged the international community to invest in Nepal. ‘I would also like to say to the international community that Nepal is safe to invest in. You and your investment will be safe in this country. Be confident, there will be no obstacles of any kind,’ Lamichhane said, ‘You will not be protected by any particular leader or party. You will be protected by the country’s policy. You and we will be protected in terms of policy.’
