The police have submitted an investigation report with an opinion to the District Attorney's Office, Kathmandu, in the case of a fake rescue flight for tourists to collect insurance money.
The Central Bureau of Investigation (CIB) has submitted a report on Sunday recommending action in the cases of stateless person, document, criminal profit and organized crime, said Additional Inspector General of Police (AIG) Manoj KC. According to him, 10 defendants have been arrested in this case, while 23 have been declared absconding defendants and the report has been submitted.
The police have demanded a compensation of 948.497 million Nepali rupees in this incident. Similarly, the police, which has also received a complaint from a foreign national, have also claimed a separate compensation of 2998.823 US dollars and 14,500 euros. "We have submitted a report that is more than 1,243 pages long. A case will be registered after the rest is studied by the government attorney's office," said Bureau Director KC. "The investigation has shown that this crime is being committed in collusion with trekking companies, rescue companies, hospitals, helicopter companies, local agents of insurance companies and guides."
According to officers involved in the investigation, four helicopter companies are involved in the fake rescue flight case. The companies mentioned in the report under the scope of the investigation are Air Dynasty, Mountain Heli, Base Camp (Manang Air) and Altitude Air. According to the investigating officers, it was found that the helicopter company was preparing 'fake passenger manifests' (fake passenger records) and sending them to the rescue company.
Similarly, Siddhi International Hospital in Lazimpat, Swakan International Hospital and Ira Hospital are also under investigation in this case. According to the police, three hospitals have been found to be admitting tourists for insurance claims exceeding health protocols. “It has also been found that the admitted tourists are staying in hotels or going on sightseeing tours, and later coming to get discharged,” said an investigating officer. “It has been seen that the hospitals are taking health insurance claims by inflating the bill amount, sharing it with rescue companies and trekking companies, and making profits.”
During the investigation conducted by the CIB, irregularities have been found in the work of four rescue companies. “Mountain Rescue Service, Nepal Charter Service, Heli on Call and Everest Experience and Assistance have been implicated in the investigation,” an officer said. “It has been found that they used to deduct the expenses incurred by the helicopter and give a certain percentage of the insurance amount to the trekking company and collect the remaining illegal commission.”
Police arrested Mountain Rescue Chairman Jayaram Rimal, 47, Manager Vivek Pandey, 32, Operations Chief of Everest Experience and Assistance Pvt. Ltd. Subash KC, 46, and Mukti Pandey, 42, who is also the chairman of the same company and a shareholder of Nepal Charter Service Pvt. Ltd., on 11 Magh. Police also arrested Nepal Chartered Service Chairman Rabindra Adhikari, 39, and Operations Manager Vivek Thapaliya, 39, on charges of involvement in the incident.
Police arrested Pasang Sherpa, 50, of Panorama Himalaya Trekking and Expedition on 27 Falgun, while Sandeep Tiwari, 28, of Royal Holidays Adventure and Travel Company was arrested on 12 Falgun, and Rajendra Bahadur Singh, 56, former vice president of the Airline Operators Association, on 13 Falgun. Police arrested Dr. Girwanraj Timilsina, the operator of Siddhi Hospital, on 25 Magh.
The Ministry of Culture, Tourism and Civil Aviation had recommended the Home Ministry to investigate the fake rescue flight case six years ago. However, the investigation did not move forward. The CIB, on the other hand, had arrested six people two months ago and started the investigation.
