The government had formed a task force to study the incident after a passenger bus (Ga 2 Kha 1421) coming from Pokhara to Kathmandu along the Prithvi Highway fell into the Trishuli River bank at Bhainsegauda, Benighat Rorang Rural Municipality-5, Dhading on the night of February 21.
Home Minister Aryal had formed a seven-member task force under the coordination of Joint Secretary of the Ministry of Home Affairs Rishi Ram Tiwari to investigate the incident and submit a report with suggestions within a week as per the mandate to make road transport safe, reliable and trustworthy. The committee submitted the report to the Home Minister today after studying for two weeks.
The task force formed under the coordination of Joint Secretary Tiwari included Senior Superintendent of Police (SSP) Bhubaneswar Tiwari of Nepal Police, Senior Superintendent of Police (SSP) Bharat Khaniya of Armed Police Force, Secretary of Nepal Transport Entrepreneurs National Federation Kiran Kumar Khadka, CDE of Road Department Rakesh Maharjan, Director of Transport Management Department Shrikant Yadav and Deputy Secretary of Home Ministry Bratraj Poudel as member secretary.
The task force has given its opinion on what, how and whose negligence or weakness seems to have occurred in the incident and what kind of relief can be provided to the families of the passengers who lost their lives in the incident. Similarly, it has studied the steps that various bodies should take to prevent such incidents from happening in the future and has given its opinion to the government.
The task force has concluded that the accident occurred when the driver, for some reason, was unable to maintain effective control over the vehicle and the vehicle suddenly lost control and fell off the road. It has mentioned that driver fatigue, night driving and possible distraction were the causes of the accident.
The task force has advised that a fatigue management system for public transport drivers should be implemented immediately, that a maximum working time and mandatory rest period for drivers should be implemented in night bus operations, and that digital surveillance technology should be implemented in public transport.
Understanding the report, Home Minister Aryal expressed his commitment to implement the report submitted by the task force as soon as possible. 19 people died and 25 were injured in the bus accident in Dhading.
