Major parties have made public their manifestos with a commitment to providing employment within the country. The lack of decent employment opportunities at home has forced millions of Nepalis to seek foreign employment every year.
The Congress has promised to create at least 1.5 million decent and productive jobs in five years. It has been said that priority will be given to indigenous youth in employment by increasing the share of the informal sector to above 50 percent. The pledge states, 'Project-based seed capital of Rs. 5 to 5 million will be provided on a concessional basis.'
The Congress has promised to include all workers in the informal sector in the Social Security Fund. 'We will reduce the number of people going for foreign employment by 50 percent within the next five years. We will end the practice of charging service fees indiscriminately from workers,' the pledge states, 'We will provide concessional loans of up to Rs. 5 million for workers returning from abroad to start their own businesses, tax exemptions for a fixed period, and promote entrepreneurship.'
The UML has announced that it will provide work and employment opportunities to the youth in the country. ‘We will create 400,000 jobs annually through high economic growth and an additional 100,000 to 500,000 jobs annually through targeted employment programs, including in the information technology sector,’ the UML manifesto states. ‘We will provide an opportunity to double labor income in the country in the next five years by increasing the annual productivity growth rate of Nepali workers to more than 7 percent.’
It has stated that it will make arrangements to convert workers in informal labor relations into formal employment through a contribution-based social security system. ‘For this, we will establish labor desks in each municipality to register workers and link registered people to the social security system,’ the UML declares. ‘We will end the situation of having to take loans at high interest rates for foreign employment.’
The NCP has made a commitment to ensure 500,000 jobs annually by adding 150,000 additional jobs every year. It has said that unemployment insurance will be arranged. ‘To create a conducive environment for employment, self-employment and investment through the knowledge, skills, experience and capital of the human resources abroad, a returnee entrepreneurship program will be launched and at least one lakh returnees will be made entrepreneurs,’ the NCP has pledged. ‘Emphasis will be placed on the G2G agreement to ensure compliance with international conventions and standards by amending foreign labor laws.’
The NCP has brought a pledge to make clear legal and policy arrangements to ensure that people can work for foreign companies, agencies or employers while staying in Nepal. We will ensure 500,000 direct jobs by building state-of-the-art digital parks in all seven provinces to make Nepal a ‘global tech hub,’ the pledge states. ‘We will provide legal recognition to remote work, digital employment and cross-border service exports by amending the Labor Act and related laws.’
The NCP has pledged to issue special identity cards for workers in foreign employment. ‘If family members of Dalit and oppressed communities are willing to go for foreign employment, we will provide concessional loans through banks on the recommendation or guarantee of the local level,’ the RPP has promised.
The RPP has resolved to make the information technology sector a national priority industry. ‘The information technology sector does not require large capital or raw materials, does not require going abroad, can convert brain drain into brain gain, and can provide employment to the youth at home, and will be declared as a national priority industry and will be taken forward at a rapid pace,’ the resolution states.
