The Ministry of Home Affairs has urged that the national flag be used only in accordance with the prevailing laws, keeping in mind its high dignity and respect.

The ministry issued a statement on Sunday, saying, 'When using the national flag, which is a symbol of the nation's pride and self-respect, it should be used only in accordance with the prevailing law, keeping in mind its high dignity and dignity. Otherwise, if it is found to be misused, action will be taken according to the law.'

The ministry said that in Section 13, Chapter 4, Clause (n) of the Election Code of Conduct, 2082, it is provided that a party or candidate may not use or cause to be used the national flag during election campaigning, except for using a maximum of 10 national flags during processions, public meetings, corner meetings, door-to-door meetings or any kind of rally.    

Similarly, Section 151 of the Criminal Code, 2074, provides that the national flag of Nepal should not be used in places or situations where it should not be used in terms of public morality, etiquette or good manners, and there is also a provision for punishment in case of violation.  

To make the use of the national flag, the symbol of Nepal's national pride, systematic, dignified and respectful, the 'Procedures for the Use of the National Flag and National Anthem, 2069' are being implemented. There are provisions including the size, use, method of use of the national flag, method of hoisting the national flag and prohibitions on the use of the national flag.

Similarly, there is a provision for the Chief District Officer to regularly monitor the use of the national flag within his area as per this procedure. The ministry has said, 'It is prohibited to do or cause to be done any act that is insulting to the national flag, to place the national flag upside down (with the moon facing down), to tear, burn, throw the national flag, to pack any goods, to misuse the national flag for commercial purposes, to paste, print or wear the national flag symbol on one's body, to wear it anywhere other than above the waist or to wear it with the moon facing down, to place the national flag symbol/picture on any inner/outer garment worn below the chest, to use the national flag anywhere other than in an act of hoisting (except when the national flag is lowered).'
