Former Minister Nandan Dutta has passed away. Dutta, who was born in Madhuban, Barahakshetra Municipality, Sunsari, passed away on Friday night due to a brain hemorrhage.

70-year-old Dutta was admitted to Nobel Medical College in Biratnagar after his health deteriorated. He died during treatment.

Dutta, who had been the president of the then Madhuvan VDC for two terms from the Nepali Congress, was elected to the Constituent Assembly elections in 2064 BS from the Madheshi Janadhikar Forum through the proportional representation system. After the Dutta Forum, which emerged from the Madhesh-centric political stream in Nepali politics, split, the Forum Republican led by Jayaprakash Gupta became the Minister of Agriculture in the Baburam Bhattarai-led government.

He also worked as the coordinator of the government-formed High-Level Commission for Land Compensation and Reparations when the Saptakoshi River breached the eastern embankment and entered the village on Bhadra 2, 2065 BS, affecting 42,000 people from the former four VDCs.

Dutta led the Koshi Tappu Wildlife Reserve and the land compensation task force for the Saptakoshi victims. Dutta, who has been actively raising his voice mainly on the issues of the Madhesh movement, proportional representation, federalism and inclusive rights, recently returned to the Nepali Congress and became a central member.

He is survived by his wife, two sons and a daughter. Dutta, who has been living in his house in Tintoliya, Biratnagar for the past few years, will be cremated at Singiya Ghat on Saturday afternoon, according to his family.
