Acting Chief Election Commissioner Ram Prasad Bhandari has said that zero tolerance will be adopted in its implementation as the Election Commission has issued a punishment-oriented election code of conduct.

Addressing the inauguration ceremony of the two-day orientation program on election conduct and management for the Chief Electoral Officer and Election Officers that began today, he stressed the need to strictly follow the code of conduct. He said that since political party candidates are blaming others for violating the election code of conduct and are not following it themselves, the attention of the Chief Electoral Officer and Election Officers should be drawn to this aspect.

He said that the Central Code of Conduct Monitoring Committee, coordinated by the Commissioner of the Commission, will strictly follow the code of conduct. Acting Chief Electoral Commissioner Bhandari said that there is no exemption for violation of the code of conduct like before 2079 BS. He also said that since the Election Commission has the responsibility to conduct the election without any choice, the Chief Electoral Officer and Election Officers also have a collective responsibility.

Acting Chief Electoral Commissioner Bhandari says that exemption should not be given to those who disrupt the election. "Election observers may engage in many activities, we do not have the right to ignore them. In the past, when observers started engaging in activities in favor of candidates, action was taken and the observation permit was revoked and they were deported. Therefore, monitor the observers as well. If they do anything against the election law and code of conduct, take action and send the information to the commission," said Acting Chief Election Commissioner Bhandari. He said that those who misinterpret the law, distort the election process and violate the law should not be given a chance. Acting Chief Election Commissioner Bhandari informed that the Chief Election Officer and Election Officer were appointed so that the judiciary would do justice in this matter. He also emphasized that the Chief Election Officer should dispose of the complaints in a timely manner. He drew the attention of the Chief Election Officer and Election Officer to the fact that everyone must fulfill that responsibility as the elections must be held to restore order and establish peace. Acting Chief Election Commissioner Bhandari said that the issues that come up in the election are often complicated and should be evaluated and worked on. He also drew the attention of the Chief Election Officer and Election Officer to ensure integrity in the issue of conducting elections successfully.

The work of the election of members of the National Assembly to be held on Magh 11, the work of 110 members elected from the closed list of the proportional representation system and 165 directly elected members of the House of Representatives is also being carried out simultaneously, according to the Commission. The closed list of the proportional representation system will be finalized and the names will be published on Magh 20. The Commission's spokesperson and Joint Secretary Narayan Prasad Bhattarai informed that four groups will be formed for discussions during the two-day orientation program. About 120 people, including the Chief Election Officer and Election Officer, are participating in the program.

Joint Secretary of the Commission Yagya Prasad Bhattarai said that the orientation program will help in conducting elections in a free, fair, independent and credible manner.

He said that the program was organized with the aim of helping to make the election more organized and dignified. It is believed that the program will achieve a common understanding among the Chief Electoral Officer and the Election Officers.
