According to Gokarna Prasad Upadhyay, Information Officer of the Ministry of Culture, Tourism and Civil Aviation, as per the decision of the Cabinet meeting held on Monday, a ministry-level investigation committee has been formed by appointing Senior Captain Binod Puri, working at Summit Air, as an investigator. According to the Civil Aviation Regulations, 2071, Captain Puri will investigate the accident by involving subject matter experts as required.
According to the provisions related to accident investigation in the Civil Aviation Regulations, the commission formed under the leadership of Captain Puri will have to conduct a detailed investigation into the accident that occurred in Bhadrapur and submit a report to the government. The commission will conduct an independent and impartial investigation of all parties including the aircraft, crew, airline company, service provider body Civil Aviation Authority of Nepal, Bhadrapur Airport Office.
Meanwhile, the Civil Aviation Authority of Nepal has also initiated a separate investigation process into the incident. The authority, which plays both the role of service provider and regulator, has the legal authority to investigate air incidents and accidents as per the Civil Aviation Regulations of the Civil Aviation Authority of Nepal, 2058 BS. According to the said regulations, in addition to the investigation of any incident or accident related to civil aviation as per the prevailing law, the Director General can also investigate the said matter himself.
In accordance with this legal provision, the authority has formed an investigation committee under the coordination of Senior Captain Roop Kumar Siddhi, working in the FOI in the Flight Safety Department, informed the spokesperson of the authority, Bikram Raj Gautam. According to him, the committee includes Mukesh Dahal, Deputy Director of ANSD, Bidhan Shrestha, Deputy Manager of the Flight Safety Department, Laxman Devkota, Manager of Safety Management Division, and Yogesh Pudasaini, Deputy Manager of Aerodrome Safety. The committee will have to submit a report to the Acting Director General, Devchandra Lal Karna, within 35 days.
Meanwhile, Buddha Air is also conducting an internal investigation into the accident, a company official said. Although there were no casualties in the flight, rescue workers said that the front nose, cockpit and landing gear of the aircraft were damaged during initial observations. Both the captain and co-pilot involved in the accident have been removed from the flight roster and grounded. Both the investigation committees will study the flight data recorder (FDR) and cockpit voice recorder (CVR) of the aircraft, and take statements from the pilot and air traffic control personnel working at the Bhadrapur airport tower.
