A nine-point agreement has been reached between the former leadership of the National Independence Party (NISP) and the Civil Liberties Party, as well as Tharuhat/Tharuwan activists. Following the agreement, the Tharu activists have joined the NISP.
Tharu activists joined the Rashtriya Swayamsevak Sangh (RSS) on Monday at a special program at the National Assembly in Kathmandu. The 9-point memorandum of understanding was signed by RSS Vice President Dol Prasad Aryal and Senior Vice President of the Nagarik Unmukti Party Damodar Pandit, Tharuhat/Tharuwan activists Laxman Tharu and Surendra Chaudhary on behalf of the party.
The memorandum of understanding states that it is essential for all civilized and transformative forces to come together to establish a new political force to address the aspirations of the common citizen by establishing good governance within a pluralistic democratic system that believes in a competitive liberal economy with social justice.
The first point of the agreement states, 'Adopting the movement against corruption and misgovernance by the youth in Bhadra 2082, we will dedicate ourselves to the honest implementation of the roadmap to make Nepal a respectable middle-income nation within the next ten years on the basis of economic-social upliftment and cultured political practice through deep policy, institutional and structural reforms to be carried out for the national objectives of progress and social justice.'
In the second point, it has been agreed that the party's flag will be the same as the previous one, with the party's election symbol 'bell' in the middle of a white circle in the middle of a blue background, and the central office will be in the Kathmandu Valley. The fourth point of the agreement states, 'As mentioned in the political preamble of the National Independent Party, to decisively address all types of structural discrimination including gender, caste, class, and regional, as a historical legacy, emphasizing the equitable distribution, access, and enjoyment of opportunities, and to remain committed to the federal democratic republic and proportional inclusive principles envisioned by the Constitution of Nepal.'
The fourth point of the agreement states that in order to protect and promote the religious-cultural system of the Tharus while embracing their multi-ethnic, multilingual, multi-religious, multi-cultural, and geographically diverse characteristics, the Tharus-majority area will be declared a 'Tharu Protected Special Area' in accordance with the spirit of Article 56 (5) of the Constitution.
'After the formation of the federal government under the leadership of the National Independent Party, accepting the Tikapur incident as a political movement, all the recommendations of the high-level commission related to peace and security reforms will be properly implemented,' the memorandum of understanding states, 'The reservation system for Tharus in the ratio specified for the reserved category in all government services including civil service, judicial police will be fully implemented in practice.'
Point number 7 of the memorandum of understanding mentions taking initiatives for all-party political consensus in various dimensions of provincial good governance based on geography, population, strength and cultural identity.'
'The former leadership of the Civil Liberation Party as well as Tharuhat/Tharuwan activists will make a respectful adjustment to the party's hierarchical structure and make the organizational structure of the National Independent Party more capable and broad,' the agreement states, 'We will call on other cultured and transformative alternative political forces, groups and individuals to unite around the principles, leadership and election symbol of the National Independent Party and advance the issues of democratic good governance, prosperity and social justice.'
