Saudi Arabia has approved a decision to localize (fill by Saudi nationals) 30 percent of 46 engineering professions in the private sector. The decision is part of a broader effort to increase national employment in strategic technical sectors and expand opportunities for Saudi engineers.
The decision was jointly issued by the Ministry of Human Resources and Social Development and the Ministry of Municipality and Housing on December 31, 2025. The rule will apply to private sector organizations that have five or more employees in designated engineering positions.
According to the new rule, companies must achieve a localization rate of at least 30 percent, and the minimum monthly salary for Saudi engineers is set at 8,000 Saudi riyals.
The affected organizations have been given a six-month reform period to adjust their workforce structure and meet the requirements.
The decision is part of the government’s ongoing efforts to strengthen the participation of Saudi citizens in the labor market, especially in specialized and high-value technical professions.
