The Election Commission has stated that political parties are not allowed to arbitrarily change the closed list of candidates submitted for the proportional electoral system in their favor.
Commission spokesperson Narayan Prasad Bhattarai has said that the closed list can be adjusted through amendment only if it does not meet the proportional representation and inclusive principles prescribed by law.
At a press conference held by the Commission on Friday, he said that the parties will be informed about whether the proportional inclusive representation prescribed by the House of Representatives Election Act is met or not. He mentioned that the concerned party will have the facility to amend the closed list only to the extent that such a procedure is not met.
After the controversy over the proportional closed list, some political parties are saying that it will be improved through amendment. However, the Commission has clarified that changes cannot be made to the closed list once it has been submitted.
However, if a person whose name is included in the closed list withdraws his name from there, the concerned party has been given the facility by law to send the name of another person in that place. Bhattarai said that the party should send the name of another person in the inclusive group that has become vacant due to the withdrawal.
The commission is examining whether the closed list is consistent with the principle of proportional inclusion. The relevant parties are scheduled to be informed by Saturday. The parties, on the other hand, have a work schedule to reconcile the inconsistent issues and submit them to the commission within 21-27 Poush.
