Giving a statement to the Commission of Inquiry on Monday regarding the incidents of Bhadra 23 and 24, he said that he resigned taking moral responsibility for the incident on Bhadra 23.

'As the political leader of the Ministry of Home Affairs, I was deeply saddened by that tragic incident. I felt great pain and with the firm determination that a person holding the position of Home Minister of the country should bear the moral responsibility of his office, I immediately resigned on moral grounds, taking moral responsibility for the incident. I still say this now - I was the Home Minister of the country when the Bhadra 23 incident occurred. While working as the Home Minister, I have always acted with good intentions within the Constitution of Nepal, other prevailing laws, and government policies related to the responsibilities of the Ministry of Home Affairs, and I have never forgotten all these issues as well as my personal and official moral responsibility,' the writer said in the statement.
