I felt great pain and with the firm determination that a person holding the position of Home Minister of the country should bear the moral responsibility of his office, I immediately resigned on moral grounds, taking moral responsibility for the incident. I still say this now - I was the Home Minister of the country when the Bhadra 23 incident occurred. While working as the Home Minister, I have always acted with good intentions within the Constitution of Nepal, other prevailing laws, and government policies related to the responsibilities of the Ministry of Home Affairs, and I have never forgotten all these issues as well as my personal and official moral responsibility,' the writer said in the statement.
