The government is set to recruit around 150,000 'election police' (formerly temporary police) for the upcoming election security.

The Ministry of Home Affairs has proposed to the Ministry of Finance to allocate the election security management budget to recruit 147,000 election police for the security of the House of Representatives elections scheduled for 21 Falgun.

79,727 personnel from the Nepal Army, 71,620 personnel from the Nepal Police, 35,116 personnel from the Armed Police Force, and 1,900 personnel from the National Investigation Department are being deployed for election security. Ministry of Home Affairs Spokesperson Anand Kafle informed that the insufficient security personnel are being recruited from the Election Police.

According to Spokesperson Kafle, 132,357 election police officers will be recruited through the Nepal Police and deployed in the election. Similarly, 14,570 people are being recruited to be deployed under the Armed Police Force. In the past, temporary police officers were recruited under the Nepal Police, but this time they are also being deployed under the Armed Police Force.

115,000 temporary police officers were recruited in the 2079 House of Representatives and Provincial Assembly elections. Temporary police were deployed for election security with a 40-day work period. This time, about 32,000 more personnel are being recruited for election security than the previous election. While the personnel recruited in previous elections were called temporary police, this time they have been named election security police.

The personnel recruited in this way will be provided with monthly remuneration according to the basic salary of a police constable, along with facilities such as uniforms, transportation, rations, lunch expenses, etc. Kafle, a spokesperson for the Ministry of Home Affairs, said that a security action plan has been made to deploy about 333,000 security personnel from the army, police, armed and investigation departments, and election police for the election, and a budget has been requested from the Ministry of Finance accordingly.

The Ministry of Finance has been requested to provide the budget required for the period from the purchase of vehicles and equipment required for the security forces to their deployment. It is said that discussions are currently underway between the security forces, the Ministry of Home Affairs, and the Ministry of Finance officials and that resources will be ensured soon. After the budget is allocated from the Ministry of Finance, the recruitment process will be carried out accordingly by issuing the ‘Election Police Recruitment, Selection, Appointment and Mobilization Standards-2082’. The Ministry of Home Affairs is preparing to deploy the election police by calculating the working period from the selection until the results of the vote are announced.

The temporary workers deployed in the 2079 House of Representatives elections were given a salary of Rs. 34,760 per day at the rate of Rs. 869 per day for a working period of 40 days. Rs. 7,200 was given for ration and in the case of Himalayan districts, the amount was given as per the minimum ration rate of the district. An additional Rs. 6,000 was provided for the purchase of the prescribed uniform and jacket, Rs. 1,000 for transportation expenses and Rs. 300 per day for three days. This time too, the Ministry of Finance is going to decide the budget for the services and facilities of the election police based on the facilities provided in the past.

About 100,000 temporary workers were recruited in the 2079 local level elections. Before that, about 98,000 temporary police officers were recruited in the 2074 House of Representatives and Provincial Assembly elections, 75,000 in the local elections of the same year, and 45,000 in the second Constituent Assembly elections held in Mangsir 2070.

In the elections, priority has been given to former army, police, and people who have retired from foreign countries. Since they are retired experienced human resources, they are being given priority in recruitment.

In the 2079 elections, it was arranged that Nepali citizens between the ages of 18 and 54 could apply for temporary recruitment. Among them, citizens who have received gratuities and pensions from the army, police, and armed police, former forest guards, and citizens who have passed the physical fitness test by applying for permanent recruitment in security agencies, and people who have participated in previous elections and performed satisfactorily were given priority in temporary recruitment. The Ministry of Home Affairs has stated that this will be the basis for recruitment this time too.

110 proportional and 165 direct members of the House of Representatives will be elected from the elections. 114 political parties have registered with the Election Commission to participate in the election. In the last House of Representatives election, 18.168 million 230 voters were registered. This time, 837 thousand 92 new voters have been added, taking the number of voters to 19.05 million 322. The decision to mobilize the security mechanism has been made based on the number of voters, the classification of polling stations as highly sensitive, sensitive and normal in terms of security challenges, the security situation of the district and area, and the activities of various groups.
