A corruption case has been filed in the Special Court against six people, including Bhola Prasad Thapa, the then chief of the Drinking Water and Sanitation Division Office, Dang.
The Commission for the Investigation of Abuse of Authority (CIAA) filed a case against the then engineer Basanta Kumar Dulal, officer Madhav Prasad Timilsena, then sub-engineer Nutan Acharya, accountant Manoj Bista, and Jayakali Drillings Construction and Suppliers Pvt. Ltd. and its operator Shekhar Sharma on Sunday on charges of irregularities in the contract related to the drinking water and sanitation project for Harigaun by the Drinking Water and Sanitation Division Office, Dang.
A sum of Rs 1,111,844 has been imposed on the defendant. A demand has also been made to recover the embezzled amount from the defendant. Out of this, a lump sum of Rs 1,111,844 has been imposed and a penalty has been demanded against 5 employees of the Drinking Water and Sanitation Division Office, Dang. The CIAA has stated that the contractor Sharma has been imposed the same amount as the main culprit and a penalty has been demanded.
Investigations have revealed that Jayakali, who had bid the highest for the water supply and sanitation project called for 2080/81, was awarded the contract.
Even though Diyalo Drilling Pvt. Ltd. had bid for Rs. 1,83,230 to complete the project, Jayakali was awarded the contract for Rs. 3,063,237. The CIAA has filed a case in court, fixing the amount that would be the difference between the lowest bid and the highest bid, according to the CIAA's charge sheet.
The CIAA has stated that it was found that employees colluded with Jayakali while preparing the bid for the project and the contract was awarded to the highest bidder on the basis of that.
