The mayor of Pakhribas Municipality in Dhankuta has written a sarcastic letter to the Ministry of Federal Affairs and General Administration after being upset by the unnatural transfer of the Chief Administrative Officer.
After the transfer of Chief Administrative Officer Vigyan Koirala within 8 months of working in Pakhribas Municipality, Mayor Gyan Bahadur Gurung wrote a letter to the Ministry of Federal Affairs and General Administration on Monday expressing his dissatisfaction with the frequent transfer of Chief Administrative Officers.
Pakhribas is the local level where the Chief Administrative Officer is changed the fastest among the other 6 in Dhankuta. In the past 8 years, all eight Chief Administrative Officers have been changed in Pakhribas Municipality. Ganesh Raj Karki, who took over as Chief Administrative Officer on Falgun 28, 2074, was transferred on Chaitra 9, 2075. Deepak Dahal, who came to Pakhribas on Chaitra 24, 2075, was transferred in Jestha 2076 within 2 months of his arrival. Dik Bahadur Rai, who came after him, took over as Chief Administrative Officer until Chaitra 15, 2078.
Prakash Raj Poudel, who came after him, worked until Chaitra 2079. Gorkha Bahadur Tamang, who was appointed as the Chief Administrative Officer on Baisakh 14, 2080, stayed for 5 months, i.e. until Bhadau. Khagendra Subedi, who came after Tamang, was transferred from Pakhribas in Bhadau 2081.
Similarly, Purushottam Dhakal, another Chief Administrative Officer who came on Bhadau 28, 2081, stayed for only 5 months. After Bijan Koirala, who came on Chaitra 7, 2081, was also transferred to Suryodayan Municipality of Ilam on Mangsir 17, Pakhribas Municipality Mayor Gyan Bahadur Gurung wrote a letter expressing his dissatisfaction.
Gokul Ghimire of Mayor Gurung's secretariat said that Sunil Poudel is going to take over as the Chief Administrative Officer in Pakhribas after Koirala. In the information letter with invoice number 963 signed by Mayor Gurung to the Ministry of Federal Affairs and General Administration, he sarcastically stated, "There is no problem in cultivating rice, threshing, storing, planting crops, raising cattle and buffaloes, producing milk, irrigating, growing fruits, and distributing them after selling and distributing them, whether there is daily administrative and financial work or not." In a similar letter, Gurung expressed his anger, saying that it would not make a difference if the ministry assigned responsibilities to a separate Chief Administrative Officer every month and, if possible, every day. I have been the mayor for three and a half years. In the meantime, I have visited Kathmandu many times to get the Chief Administrative Officer. When we go to the ministry, sometimes we meet the minister, sometimes we meet the secretary, sometimes we meet the joint secretary, let's see how confused they are ?
We should join hands with the employee and say, "Sir, we need a chief administrative officer, we have to search for him ". It doesn't happen, the boss doesn't send him . There is no decision on how long he will stay . If there is no boss, there is no car oil, patient recommendations, contract, nothing happens . There is no boss, people get angry with us . How many times will we turn away a villager who comes to the municipality barefoot saying there is no boss ? What answer will we give to the citizen ? The ministry does not coordinate with us in the transfer of bosses . How difficult is it for us to provide solutions and answers here ?
Every time I go to Kathmandu, I meet friends from the east to the west, they also say they have come to look for a boss . If you go to the Ministry of Federal Affairs and General Administration and stay for a day, how many people do you meet and come looking for a boss? The ministry is a game, sometimes they come with experience, sometimes they don't, sometimes they know a lot and sometimes they don't know much, the Chief Administrative Officer comes and goes, it has become a matter of so many problems, I am confused. If the boss sent by the association is like a tourist, there should be an arrangement for at least one boss to stay at one local level for 2 years.
New people come and go without knowing the geographical situation, what kind of plan to make in which place and how to implement it, monitoring and supervision, all these tasks are things that the boss helps us with. The language of the letter is not just my personal expression, it is our experience. The federal government should listen to this, it should be responsible in management, otherwise we will suffer, we will not get the prosperity and order that has been envisioned for the local level. Citizens always suffer, the internal control system of the office cannot be strengthened. Even subordinate employees do not turn a blind eye to anyone.
